Location: Austin, TX (Onsite – Local candidates only)
Duration: 06/15/2026 – 08/31/2026 (3 months)
Rate: $80–$85/hour C2C

We are seeking a highly experienced Business Analyst 3 (PM/BA) to support critical modernization initiatives involving the transition of legacy systems to modern, web-based applications. Working under the direction of the IT Applications Director, this role will lead requirements analysis, stakeholder engagement, and documentation efforts to ensure successful system transformation.

The ideal candidate will bring deep expertise in legacy system analysis, .NET environments, SQL-based systems, and SDLC practices, along with the ability to operate independently and coordinate across cross-functional teams.

Key Responsibilities

  • Lead and execute business and technical analysis activities for legacy system modernization efforts
  • Analyze legacy applications, databases, and workflows to document current-state processes
  • Elicit, document, and validate business, functional, and non-functional requirements
  • Translate legacy system behavior into clear, actionable requirements for web-based (.NET) solutions
  • Perform gap analysis to identify differences between current systems and future-state solutions
  • Collaborate with developers, architects, and database teams to ensure accurate requirements implementation
  • Support project planning, including task tracking, milestones, risk identification, and issue management
  • Facilitate stakeholder meetings, requirements reviews, and walkthroughs to drive consensus and approvals
  • Provide ongoing support to development and QA teams, including requirements clarification and validation
  • Communicate project status, risks, and dependencies to leadership and stakeholders
  • Identify system and compliance gaps and recommend feasible solutions

Required Qualifications

  • 12+ years of experience in:
    • Legacy system analysis and modernization strategies
    • Software Development Lifecycle (SDLC), especially web-based development
    • Requirements elicitation, analysis, and documentation (business, functional, technical)
    • Translating legacy systems into modern web-based requirements
    • Stakeholder facilitation, communication, and consensus building
    • Project coordination, task tracking, and risk management
  • Strong experience with:
    • SQL-based data models and system integrations
    • Workflow analysis and modernization assessment
  • Demonstrated ability to:
    • Create clear, complete, and testable requirements documentation
    • Work effectively across technical and business teams
    • Adapt to evolving technical requirements in complex environments

Preferred Qualifications

  • 11+ years of experience in Business Analyst or PM/BA roles
  • 8+ years of experience:
    • Converting legacy applications to web-based systems
    • Working with NET development teams and SQL databases
    • Supporting large-scale IT systems in government or regulated environments
    • Applying project management methodologies
  • Bachelor’s degree in Business, Computer Science, Information Systems, or related field
  • Certifications such as PMP, PMI-PBA, CBAP, or equivalent

Work Environment & Schedule

  • Onsite Role (100%) – Austin, TX (4601 W Guadalupe St)
  • Work hours: Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays)
  • Must be local within a 50-mile radius of Austin, TX (no relocation candidates accepted)

Additional Requirements

  • Occasional work outside normal business hours (evenings/weekends/holidays) may be required
  • All travel and related expenses are the responsibility of the worker/vendor
  • Some flexibility for remote work may be granted at agency discretion
  • Interviews will be conducted via Microsoft Teams and/or in-person
