• Annual Salary Range: $79,576 - $99,471

Reporting to the Manager, Digital Transformation, the Business Analyst is responsible for supporting the successful delivery of digital transformation initiatives through business analysis, stakeholder engagement, process improvement, requirements management, testing coordination, and business readiness activities.
The Business Analyst works collaboratively with departments, Digital Solutions Analysts, Project Managers, vendors, and technical resources to understand business needs, document requirements, analyze processes, and support implementation activities.
The role plays a critical part in ensuring digital initiatives are aligned with business objectives, user needs, and service delivery outcomes while supporting the successful adoption of technology and process changes across the organization

Major Job Responsibilities

Business Analysis & Discovery

  • Leads stakeholder discovery activities to gather, analyze, document, validate, and prioritize business requirements, including process maps, user stories, use cases, and supporting documentation

  • Facilitates current-state and future-state business process analysis

  • Supports intake enrichment activities under the guidance of the Digital Solutions Analyst where applicable

  • Identifies risks, dependencies, assumptions, and business impacts related to proposed initiatives

Requirements & Process Improvements

  • Develops business requirements, process maps, user cases, user stories, and supporting documentation

  • Maintains requirements traceability and support solution validation activities

  • Analyzes and maps current-state business processes, identify improvement opportunities, and support the design of future-state processes that enhance efficiency, service delivery, and organizational outcomes

  • Supports Digital Solutions Analysts in solution evaluation and implementation planning activities

Operations Management

  • Coordinates and support User Acceptance Testing (UAT) activities

  • Develops tests scenarios and support business validation of solutions

  • Supports stakeholder engagement and communication activities during implementation

  • Assists with development of training materials, user guides, and documentation

Continuous Improvement & Stakeholder Support

  • Builds strong partnerships with stakeholders across the organization, gathering feedback and providing ongoing support for business process and technology initiatives

  • Supports preparation of reports, presentations, and governance materials.

Education & Experience

Minimum Qualifications

  • Bachelor’s degree or diploma in Information Technology, Business Administration, Computer Science, Public Administration, or related field

  • Five years of experience in business analysis, process improvement, project delivery support, or related field

  • Experience gathering and documenting business requirements

  • Experience facilitating stakeholder workshops and consultations

  • Experience supporting technology-enabled business initiatives

  • Information Technology Infrastructure Library (ITIL) certification

  • Business Analyst certifications: Professional in Business Analysis (PMI-PBA), Certified Business Analysis Professional (CBAP) or equivalent Business Analyst certifications or working toward certification

  • Strong communication, facilitation, and relationship-building skills.

  • Strong analytical and problem-solving capabilities.

  • Knowledge of business analysis methodologies and best practices.

  • Experience with requirements elicitation and documentation.

  • Experience with process mapping and business process analysis.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Strong stakeholder engagement and consultation skills

Preferred Qualifications

  • University degree in Information Technology, Business Administration or related discipline

  • Experience in a municipal or public sector environment

  • Experience supporting digital transformation initiatives

  • Experience working within a project management or portfolio management environment

  • Experience supporting organizational change and technology adoption initiatives

  • Lean Six Sigma certification

  • Change management certification (e.g., Prosci, CCMP)

  • Knowledge of municipal service delivery processes and digital platforms

  • Experience with process mapping tools (e.g., Visio)

  • Familiarity with data analysis, reporting, and performance measurement
