Project Overview:

The MOMENTUM Integrated Health Resilience (MIHR) Project, led by IMA World Health in collaboration with national partner, RCBIF, and funded by the U.S. Government, aims to improve maternal, newborn, and child health (MNCH) and nutrition outcomes in Burundi through an evidence-based integrated package of MNCH, Nutrition, and Immunization services at community and facility levels. MIHR and local partners will work alongside district health officials to develop contingency and early warning plans for infectious disease outbreaks and design a proactive, multisectoral approach for detection, response, and recovery. This project contributes to three key intermediate results: (1) increased access to and utilization of high-quality, integrated health, nutrition, and WASH services, (2) strengthened partnerships with local organizations to deliver lifesaving services, and (3) Improved adaptive management to prevent, detect, and respond to health emergencies.

The project will start in the southern province of Burunga in four proposed communes (Makamba, Rumonge, Buriri and Rutana), in collaboration with provincial/district health officials prioritizing highest need (absence of other MNCH partners, highest numbers of assisted deliveries and under 5 children, and lagging MNCH indicators). The eastern and southern regions of Burundi have a significant need for health and nutrition services due to high rates of malnutrition, poor access to healthcare, and food insecurity.

Job Brief:

This position will be an employee of Corus International.

This position is for MOMENTUM Integrated Health Resilience (MIHR), a USG/DoS-funded development project to be implemented in Burundi, by IMA World Health and national partner, RCBIF. IMA World Health is seeking a highly skilled and experienced Project Director to lead the integrated MNCH, Immunization, and Nutrition project in Burundi. The Project Director will be responsible for overseeing the design and quality implementation of project activities, ensuring achievement of project goals and objectives, and managing project staff and resources. The Program Director will serve as the primary liaison with the United States Department of State personnel in Bujumbura, Government of Burundi, other implementing partners working in Burundi, and IMA's headquarters, and relevant project stakeholders fostering collaborative working relationships. The Program Director also ensures that all management systems, from technical to MEL to finance, actively support timely and accurate project reporting and cost effectiveness for successful implementation of the project. The Program Director also is responsible for ensuring compliance with Corus' policies and procedures and USG rules and regulations, including responsibility for ensuring sub-awardee compliance and monitoring the quality of program implementation.

The ideal candidate will have a strong background in public health, particularly in MNCH and Global Health Security, program management, and leadership, with experience working in low-resource and fragile and conflict affected settings.

The competencies required to be successful in this position include a theoretical and practical understanding of integrated health systems and global health security in conflict and fragile settings; personnel and project management skills; the ability to motivate and lead teams; and the demonstrated ability to operate at advanced levels of authority and accountability for achieving results.

The position will be based in Bujumbura, Burundi and will report to the MIHR Project Director in Washington, DC. The Burundi Project Director will be expected to visit project sites periodically.

The position is open to Burundian nationals and citizens of the member states of the CEPGL (Economic Community of the Great Lakes Countries) with a valid work permit. The Project Director will receive salary, benefits, and allowances commiserate with Burundian nationals.

Responsibilities:

  • Provide overall management, strategic leadership and direction and technical leadership to the project, ensuring alignment with donor priorities and organizational goals.
  • Oversee project implementation, including planning, monitoring, and evaluation of project activities.
  • Oversee project budget and finances, ensuring efficient use of resources.
  • Manage project staff, including mentoring, coaching, and performance management.
  • Serve as principal liaison to USG/DoS and the Government of Burundi, ensuring high levels of coordination, while nurturing relationships with all key stakeholders (including partner organizations at the national and subnational level) on administrative, financial, and programmatic matters related to MIHR project. Foster partnerships with local stakeholders, including government officials, healthcare providers, and community leaders and ensure effective collaboration with other projects and programs to achieve synergies and maximize impact.
  • Develop and implement project plans, develop and submit quality reports, and other documents as required by donors, MIHR project and organizational leadership.
  • Ensure compliance with donor regulations, organizational policies, in collaboration with the Headquarters' Grants and Contracts team.
  • Represent the project in all technical, policy, and programmatic fora at all levels (country, national, and international). Identify lessons learned and best practices for external dissemination.
  • Oversee implementing partners and advise on technical issues.

Supervisory:

  • The Burundi Project Director will supervise the Finance & Compliance Manager and the MNCH & Nutrition Technical Advisor

Education & Experience:

  • Doctor of Medicine (MD) or equivalent, and/or advanced degree in public health.
  • Minimum of 8 years' experience in the implementation and management of international donor/ USG/DoS funded health projects, with substantial knowledge and experience related to integrated MNCH and Nutrition projects including global health security highly preferred.
  • Demonstrated experience in developing and maintaining strong relationships with government agencies, international donor agencies (USG/DoS, WB, FCDO, UN agencies, GF, etc.), and private sector stakeholders.
  • Experience collaborating and coordinating with local and national host government agencies and aligning program activities and results with national strategies.
  • Knowledge of and experience with USG/DoS rules and regulations required.
  • Experience building the capacity of national non-government partner organizations to achieve USG/DoS's goal of localization for future funding.

Knowledge, Skills and Abilities:

  • Demonstrated leadership qualities, including technical, management, and evaluation expertise for complex programs in resource-constrained countries; prior experience as a Director for USG/DoS -funded projects similar in scope and size is required
  • Deep knowledge of the political, social, and economic context of Burundi required, with experience working in Burundi preferred.
  • Strong staff supervision skills and demonstrated ability to coordinate programs with partners from a broad range of backgrounds and experiences; demonstrated ability to lead multi-disciplinary teams.
  • Strong communication skills, including both written and oral presentation skills; proven ability to develop and communicate a common vision among diverse public and private partners.
  • English and French fluency with professional proficiency in writing required.
  • Ability to travel to project sites, as needed, within Burundi.

Working Conditions, Travel and Environment:

  • Corus has an in-person work policy, with all employees reporting to the office Monday through Friday. The employee must be available to work outside normal office hours or on the weekends, as required.
  • This position must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
  • This position must have authorization to work in Burundi.
