Job Description

EDUCATION and/or EXPERIENCE

High School diploma plus four years formal technical training in a mechanical/electrical discipline or an associate degree in these disciplines. Three years of experience in providing building maintenance work to include knowledge of; and demonstrated ability in electrical and mechanical systems. Must also be knowledgeable of carpentry, masonry, and HVAC chillers (minimum 100 tons). Must be able to read architectural engineering drawings and blueprints. Basic computer skills including Microsoft Office applications are required. Knowledge of contracts and administration is desirable. In lieu of formal training or degree; directly related experience may be substituted on a year-for-year basis.

INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.

Assists in the development and monitoring of preventative maintenance work programs, the inspection and repair of building equipment and apparatus, and the administration and inspection of service/repair/renovation/construction contracts and agreements. Ensures maintenance programs are established and performed to maintain the integrity of the electrical/mechanical systems and structural components of the MARTA Headquarters Building Complex. Develops contracts for renovation, repair, replacement and services for the HQ Complex. Provides assistance to architecture and engineering functions on construction specifications, drawings, inspection services and project coordination. Installs and maintains interior signage, doors and associated parts, lighting, plumbing and all facility systems. Provides inspection of contractors' work to ensure compliance to contract documents and service agreements. Maintains an up-to-date database on the building equipment/apparatus for accurate reporting be used in conjunction with the Capital Equipment/Component Replacement Program for the Headquarters Complex. Maintains accurate records pertaining to contract/service agreement expenditures. Carries out major assignments to ensuring smooth operation of business equipment and systems. Performs work that affects business operations to a substantial degree

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Monitors, analyzes and assesses the operating efficiency of building systems. Oversees contractors who maintain boilers, water chillers, circulating pumps, water heaters, induction units, auxiliaries and other equipment in the building complex. Checks mechanical/electrical equipment, controls, gauges, distribution panels, valves and other components to assure continuous elevator, heat, hot water, air conditioning, fire protection and electrical services.

2. Inspects buildings and equipment to determine necessary preventive maintenance needs; note malfunctioning equipment; recommends corrective measures.

3. Develops contract "Scope of Work" and "Supplementary Conditions" for construction, renovation and repair projects, also for equipment servicing and services for the Complex. Provides inspection services for contracts administered by the branch.

4. Assists the architecture and engineering sections by consulting with them on construction projects through the review of specifications, drawings, blueprints, coordination and inspections that relate to the Headquarters Building Complex.

5. Assists in the administration and development of service agreements/contracts and maintenance programs that require manpower effort; inspects contract personnel performing preventive maintenance, construction, HVAC, carpentry, electrical, plumbing, etc.; inspects contractor work for completeness; monitors service agreements for compliance with contracts and monitors expenditures.

6. Inspects and repairs building systems and equipment; tests and maintains fire detection and suppression systems, emergency generator, lighting and battery support systems. Conducts yearly tour with the Authority's insurance provider for the Headquarters Building Complex.

7. Establishes and maintains an inventory system for supplies, maintenance equipment, tools, and repair parts.

8. Performs contract administration duties and acts as the liaison for the Building Manager, to resolve disputes or provide contract language clarity to contractors.

9.Performs other related duties as assigned.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid Georgia Driver's License. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Walks or stands up to 7 hours per shift when performing field work. Climbs ladders, up to 40 feet, and stairs. Must kneel, squat, stoop or bend to perform tasks. Uses hand tools and powered tools. Must be able to lift 50 lbs. shoulder high.

WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Walks in and around MARTA buildings and on properties. Performs duties outside in all weather conditions. May require service coverage 24 hours a day, 7 days a week; at night or on weekends. This position may have exposure to potentially hazardous locations/conditions requiring knowledge of "Confined Space" guidelines. Accesses elevated locations such as scaffolds, roofs or catwalks. Works in vicinity of high voltage.
