Under general supervision, this position is responsible for inspecting buildings, structures, installations, and systems for compliance with City‑adopted codes and ordinances.

The responsibilities you’ll be trusted with:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

• Conducts inspections to ensure proposed construction and installation comply with the applicable codes, ordinances, and regulations.
• Provides excellent customer service by responding to questions and concerns related to building, electrical, mechanical, plumbing, energy, fuel gas, swimming pool codes, etc.
• Consults with contractors and homeowners regarding deficiencies in technical requirements.
• Reviews plans and specifications to gain familiarity with projects before conducting inspections.
• Performs field inspections to examine and evaluate building, electrical, mechanical, and plumbing work and materials; verifies quality of workmanship, quality of material used, compliance with plans and specifications, and all applicable codes and regulations.
• Documents deficiencies and deviations from approved plans; generates electronic inspection reports utilizing a computer.
• Maintains and updates inspection records, project documentation, and project files to ensure accuracy; performs routine administrative duties such as typing, filing, and record keeping.
• Performs other duties as assigned or required.

Your areas of knowledge and expertise that matter most for this role:

Education and Experience:

High school diploma or GED equivalent; AND five (5) years journeyman/foreman-level building, electrical, mechanical or plumbing installation experience in general construction or regulatory inspections, with experience in multiple areas preferred; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

• Must possess a valid Texas Driver’s License.
• International Code Council (ICC) certified as a “Residential Combination Inspector,” consisting of four (4) certifications: Residential Building Inspector – B1, Residential Electrical Inspector – E1, Residential Mechanical Inspector – M1, and Residential Plumbing Inspector – P1 preferred; or ability to obtain at least one of these certifications within twelve (12) months. OR International Code Council (ICC) certified as a “Commercial Combination Inspector,” consisting of four (4) certifications: Commercial Building Inspector – B2, Commercial Electrical Inspector – E2, Commercial Mechanical Inspector – M2, and Commercial Plumbing Inspector – P2 preferred; or ability to obtain at least one of these certifications within twelve (12) months.
• Current Texas Plumbing Inspector’s license, or ability to obtain within eighteen (18) months of date of hire. If not currently licensed, must complete training to qualify to take the Texas Plumbing Inspectors examination within six (6) months of hire date.
• Outside hires that meet all base certification requirements at time of hire for the Senior Building Inspector position and have more than adequate experience and background may be hired at the Senior Inspector level.

Required Knowledge of:

• City organization, operations, policies and procedures.
• Federal, state and local buildings, housing and safety codes and regulations.
• Methods, procedures and techniques for evaluating technical compliance.
• Other government regulatory agencies and specialized sources of building safety information.
• Principles and practices of the construction industry and building trades.
• Occupational hazards and safety precautions.

Required Skill in:

• Checking details, estimates, plans, and specifications of projects and comparing them with engineering drawings, plans, maps, and specifications.
• Detecting deviations from plans, regulations, and standard construction practices.
• Establishing and maintaining cooperative working relationships with employees, officials, construction professionals, other agencies, and the general public.
• Assessing and prioritizing multiple tasks, projects, and demands.
• Organizing and managing technical records, both electronic and written.
• Operating a personal computer utilizing a variety of business software including but not limited to word processing, permit database, and electronic file management.
• Effective communication, both verbal and written, with a “Customer Service First” approach to all tasks and correspondence.
• Senior Building Inspectors may be called upon to perform supervisory duties up to and including preparing schedules, providing technical training and guidance to inspectors, resolving conflicts and problems in the construction process, preparing information bulletins or code interpretations, and assisting with policy decisions and the code adoption process. Other duties may be required at the request of the Building Official, Plans Examiner Supervisor, or Chief Building Inspector.

Building Inspector

• Valid Texas Driver’s License
• ICC Certified “Residential Combination Inspector” – must obtain at least one of (4) required certifications for Residential Combination Inspector within the first 12 months of employment. OR ICC Certified “Commercial Combination Inspector” – must obtain at least one of (4) required certifications for Commercial Combination Inspector within the first 12 months of employment.
• Current Texas Plumbing Inspector’s license or must obtain this certification within 18 months of hire date. Must complete training to prepare for testing eligibility within six months of hire date.
• To automatically be eligible for promotion from Building Inspector to Senior Building Inspector, employee must have obtained all required certifications for the Senior Building Inspector position, have been in current position as Building Inspector for at least two years, and have achieved evaluation scores on most recent employee evaluation of “Achieving” or better or two years of equivalent experience with a previous organization. The employee also cannot have any disciplinary actions in the employee file within the past two years.

Senior Building Inspector

• Valid Texas Driver’s License
• ICC Certified “Residential Combination Inspector or Commercial Combination Inspector”.
• ICC Certified “Commercial Building Inspector (B2) or Residential Building Inspector (B1)”
• Current Texas Plumbing Inspector’s license.

Physical Demands / Work Environment:

Work is performed indoors in an office environment and indoors and outdoors at construction sites in all weather conditions; involves sitting, standing, bending, and walking over uneven terrain and normal construction site conditions for extended periods of time; safely climbing a ladder; and safely lifting and carrying objects up to fifty (50) pounds.

Must be able to work evenings, weekdays, weekends, and holidays on any assigned shift. May be required to work immediately before, during, or immediately after an emergency or disaster.
