East Suffolk Council is an exciting place to work and a great place to make a real difference to people’s lives, delivering vital services to a quarter of a million people across East Suffolk.

We have an opportunity to join East Suffolk Council's Building Control Team as a Building Control Team Leader, based in Lowestoft or Melton with scope to work across the wider partnership area.

This is a unique opportunity to lead and shape Building Control across a dynamic multi-authority partnership, delivering services at scale. As one of three Team Leaders, you will play a pivotal role in influencing strategy, driving innovation and delivering high-quality outcomes across East Suffolk and Ipswich.

Working across East Suffolk and Ipswich, you’ll influence a diverse portfolio of developments and play a key role in delivering safe, high-quality growth across the region.

Main Purpose of the Role

As Building Control Team Leader, you will lead the delivery of a high-quality, customer-focused Building Control service across a defined area of our Building Control Partnership. You will manage and develop your team, ensuring a professional, efficient and compliant service, while maintaining a financially sustainable Building Regulations function.

Working at the heart of a forward-thinking council, you will contribute to corporate priorities and wider planning objectives, ensuring building control plays a key role in delivering positive outcomes for our communities. As one of three Team Leaders, you will also take ownership of a key service area, whether commercial development, staff competency and training, or quality assurance and performance, helping to shape and strengthen the partnership. You will actively promote the service across both councils and represent us regionally and nationally through LABC networks.

Key Responsibilities

You will lead and inspire a team of Building Control professionals, overseeing delivery of regulatory and enforcement functions while driving high performance, continuous improvement and excellent customer service. This includes full line management responsibility, from recruitment and development through to performance and wellbeing.

Working closely with the Partnership Manager and fellow Team Leaders, you will help shape a consistent, modern and high-performing service. You will ensure effective implementation of evolving legislation, promote best practice, and drive alignment across the partnership, including adopting innovative digital and remote working approaches.

You will function as a trusted professional adviser, building strong relationships with planning, regulatory partners and customers, while promoting the service in a competitive market. The role includes managing complex cases, supporting enforcement activity, responding to customers and contributing to emergency response arrangements, alongside leading on a specialist service area to enhance performance, reputation and growth.

About You

We are looking for an experienced Building Control professional with strong technical expertise, leadership capability and a proactive, solutions-focused mindset. You will bring significant post-qualification experience, a sound knowledge of legislation and a proven ability to manage and motivate teams within a complex regulatory environment.

You will be a confident communicator with strong analytical and decision-making skills, able to influence stakeholders, manage competing priorities and identify opportunities for service improvement. A collaborative approach, commercial awareness and the ability to deliver under pressure are essential, alongside strong digital skills and a commitment to continuous improvement.

You will hold full membership of RICS (Royal Institution of Chartered Surveyors) or CABE (Chartered Association of Building Engineers) or equivalent, with substantial practical experience and a commitment to ongoing professional development. The role requires flexibility, including travel across the district, occasional out-of-hours working, and the ability to undertake site inspections safely in a range of conditions.

If you think you have what it takes to be successful in this role, even if you don’t meet all the essential requirements, we’d love to hear from you. This is a fantastic opportunity to take a leading role in shaping Building Control across a dynamic and forward-thinking partnership.
