Description

The Kentucky Department of Parks is seeking a Budget Specialist I to support the budgetary and financial
management of projects across the state park system. This position serves as the primary financial liaison
between the Division of Financial Operations and the Division of Facilities Management, providing budget
analysis, financial reporting, expenditure monitoring, and fiscal oversight to ensure projects remain on
budget and comply with state and federal requirements.

Duties include, but are not limited to, the following:
  • Monitor and analyze project budgets, expenditures, funding sources, and encumbrances to ensure fiscal accountability and compliance.
  • Prepare financial reports, budget analyses, and management dashboards using eMars reporting and other financial systems.
  • Serve as the primary financial liaison between the Divisions of Financial Operations and Facilities Management, providing budget guidance and financial updates.
  • Monitor invoice processing, vendor payments, and financial transactions to ensure timely and accurate payments.
  • Analyze project financial data, reconcile expenditures, identify budget variances, and recommend corrective actions.
  • Support fixed asset management, insurance claims, Federal Emergency Management Agency (FEMA) reimbursement activities, and other financial reporting requirements.
  • Collaborate with leadership to address issues and support departmental objectives.

Skills and abilities include, but are not limited to:
  • Experience with eMars Reporting and financial management systems, including developing and analyzing financial reports.
  • Knowledge of governmental budgeting, accounting principles, and financial reporting practices.
  • Strong analytical, problem-solving, and budget reconciliation skills.
  • Proficiency in Microsoft Excel and other Microsoft Office applications for financial analysis and reporting.
  • Excellent communication and organizational skills with the ability to collaborate effectively across multiple divisions.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:
Two years of professional experience in statistical or policy analysis, accounting, auditing, planning, or a related field.

Substitute EDUCATION for EXPERIENCE:
NONE

Substitute EXPERIENCE for EDUCATION:
Professional experience in statistical or policy analysis, accounting, auditing, planning. or a related field will substitute for the required education on a year-for-year basis.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
