Position is responsible for working under the general direction of the Deputy Controller of budgeting and is responsible for budget oversight and development of all City or County agencies/departments in aggregate total exceeding $500M. The Budget Manager will ensure all departments/agencies under assignment receive professional and timely service related to budgetary matters; including, budget preparation, system/accounting approvals, contract review, personnel approvals, revenue forecasting and expense projections. The Budget Manager will strategize, review operational issues and present financial data to the Deputy Controller and Controller.

Examples of duties

  • Monitors revenue and expense patterns within City or County department's budgets and responds independently and/or makes recommendations to the Deputy Controller.
  • Assists agency department heads, CFO's, and elected officials in the preparation and submission of annual budgets and on-going budget management.
  • Supervise budget analyst(s) assigned responsibilities under the purview of the budget manager.
  • Manages fund proformas for major City/County debt, capital and operating funds totaling over $1 billion.
  • Manages budget and reporting requirements pursuant to State code and the Department of Local Government Finance.
  • Manages City and County tax distributions, allocations and trends.
  • Performs fiscal analysis of legislative proposals affecting the revenue and/or budget of assigned agencies/departments.
  • Reviews monthly budget and revenue reports for assigned agencies/departments to ensure accuracy before publishing.
  • Analyzes agency/departmental personnel spending trends and budgetary impact of personnel changes.
  • Reviews assigned agency/departmental contracts for budgetary control and proper application of public procurement policy.
  • Drafts legal fiscal ordinances for assigned agencies/departments when requested.
  • Establish and maintain advanced working knowledge of the City/County budget process, the accounting system and the chart of accounts.
  • Represents the Office of Finance and Management at City County Council meetings when necessary.
  • Trains new colleagues in areas of proficiency or specialty.
  • Establishes and maintains effective working relationships with peers and senior level officials in City and County agencies and departments, municipal corporations, State officials and the general public in order to exchange information and respond to inquiries as needed.

  • Qualifications

    Bachelor's Degree in Finance, Accounting, Public Policy, Business, Economics or related field; and a Master's degree in a similar field is required but can be substituted for 10 or more years of relevant finance experience. Proficiency in the use of software applications is required including, but not limited to; Microsoft Word, Excel, Access, Outlook, Oracle Hyperion, People Soft Finance and Human Capital Management. Must be able to present complex data and communicate clearly and effectively in small group settings, in written email, and in public meetings. Must be able to work independently and be able to set priorities according to hard deadlines. This position is required to maintain confidential information. Ability to multi-task, often under time pressure and with a variety of public officials. Must be flexible with work hours, staying late or arriving early for meetings and working on weekends when/if budget preparation demands.

    Supplemental information

    Work is conducted in a standard office environment. May travel occasionally for meetings outside of the office but within Marion County. Extended hours and weekend work is required, especially when the budget is being prepared.
