The Budget & Financial Services Analyst II serves as a centralized fiscal operations resource within the University of South Florida College of Education. This position supports assigned Associate Dean offices, Dean’s Office administrative units, academic departments, and selected college-level financial activities through account monitoring, monthly reconciliation, transaction coordination, expenditure tracking, and operational financial support.
The position manages assigned Education & General (E&G) accounts, supports payroll costing activities, maintains internal tracking systems, and coordinates transaction follow up with Business & Financial Services Shared Services (BFSS). Responsibilities also include supporting course fee administration, faculty start-up and Research Incentive Account (RIA/F&A rebate) activities, academic department Foundation funds, auxiliary billing, revenue collection, TouchNet activity, and related financial transactions. This position works closely with the Budget Director, COEDU Budget Team, Associate Deans, Department Operations Managers, Business & Financial Services Shared Services, academic departments, and college leadership to support accurate, timely, and coordinated financial operations across assigned college accounts and funding sources.
Fiscal Administration & Account Management
• Manage assigned Education & General (E&G) accounts for Dean’s Office administrative units, including ongoing monitoring, reconciliation, and maintenance of expenditures, balances, payments, transfers, payroll activity, and related financial transactions.
• Perform account review and reconciliation activities to support accurate financial records and timely identification and resolution of discrepancies.
Payroll & Costing
• Enter payroll costing activities in Oracle HCM each pay period across all College of Education funding sources to support accurate labor distribution and funding allocations. Course Fee Administration
• Monitor and reconcile assigned College of Education course fee accounts, including Materials and Supplies Fees and Facilities and Equipment Fees, to ensure activity aligns with university financial systems. Faculty Start-Up & Research Administration Support
• Oversee faculty start-up funding distributions and maintain databases of allocations, available balances, expenditures, and supporting documentation.
• Perform monthly reconciliations of the College Research Incentive Account (RIA/F&A rebate) and coordinate related transfers and financial activity supporting COEDU mini-grants, internal awards, and approved research initiatives. Foundation & Auxiliary Financial Support
• Process Foundation check requests, reimbursements, and related financial transactions for academic department Foundation funds supporting departmental priorities, faculty activities, student support, events, and approved college purposes.
• Review academic department Foundation fund activity, including expenditures, balances, reimbursements, supporting documentation, and available funding to support accurate reconciliation, financial tracking, and timely follow-up on outstanding items.
• Auxiliary Fund Revenue Collection: Coordinate and monitor billing, invoicing, and revenue collection activities for College of Education auxiliary operations, including external customer payments and interdepartmental transactions.
Shared Services Coordination
• Serve as a liaison with Business & Financial Services Shared Services (BFSS) to coordinate transactional activity, monitor processing status, troubleshoot issues, and support timely and accurate financial processing.
Knowledge, Skills, and Abilities
• Knowledge of financial reconciliation, account monitoring, transaction processing, and fiscal documentation practices.
• Ability to monitor multiple funding sources, identify discrepancies, and follow up on outstanding items in a timely and organized manner.
• Ability to communicate effectively with college leadership, administrative staff, academic departments, and shared services partners.
• Strong attention to detail, organization, follow-through, and ability to manage multiple priorities and deadlines.
Minimum Qualifications:
This position requires a Bachelor's degree in Accounting, Finance, Business Administration, or another field directly related to the position's responsibilities and two to four years of fiscal-related work experience; or a Bachelor's degree with three years of fiscal-related work experience; or five years of fiscal-related work experience.
Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree.
