Position Description

ARServices is seeking a qualified Budget Analyst with Acquisition and Data Visualization skills to support the Defense Threat Reduction Agency (DTRA) Research and Development (RD) Chemical Biological Technologies Department (CB), Medical Division (CBM), under the Advisory and Assistance Services (A&AS) contract. This role is ideal for a detail-oriented professional who can support budget execution, acquisition, and contract closeout while contributing to modernization of CBM’s Budget and Acquisition toolset using Power BI and related tools.

The Budget Analyst will initially focus on contract closeout tasks across CBM’s four branches (Vaccines, Therapeutics, Diagnostics, and MedChem) while integrating into CBM’s unique budget and acquisition processes. You will support spend plan development, PPBE activities, stakeholder coordination, and competitive awards while helping evolve an aging Access 2012 / InfoPath system into a modernized Budget and Acquisition toolset.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

• Clear Unliquidated Obligations (ULOs) and complete other contract closeout tasks across CBM’s four branches (Vaccines, Therapeutics, Diagnostics, and MedChem).
• Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years.
• Assist with tracking project expenditures, supporting development of funding award documentation, and developing/maintaining program review materials.
• Provide technical and logistical support to the client and insight for internal taskers.
• Provide assistance with acquisition and contracting strategy for CB projects and programs.
• Assist with planning, coordinating, and executing stakeholder meetings and tracking project deliverables.
• Assist with input for budget execution reviews (internal and OSD/PAIO), monthly JICAP comments, and mid-year and end-of-year comments.
• Assist with managing and developing the Planning, Programming, Budgeting, and Execution (PPBE) process and developing budget/program briefs.
• Assist and coordinate with Government Science and Technology Managers (STMs) in the competitive award process and liaison with Government Financial Analysts and Contracting Officers to make awards in a timely manner while adhering to Federal Acquisition Regulations, DoD Acquisition Directives, and DTRA-specific Acquisition Directives.
• Support modernization of Budget and Acquisition tools, including participation in Power BI and related tool development as an evolution of an aging Access 2012 / InfoPath system.
• All other duties as assigned.

Required Qualifications

• Bachelor of Science plus 3+ years of relevant experience, or MS/MBA plus one to three years of relevant experience.
• Detail-oriented, self-starter with excellent communication and time management skills.
• Excellent communication skills for interface with customers and team members.
• Ability to work with interdisciplinary teams within RD-CB to achieve Department, Division, and Team goals.
• Knowledge of contracting procedures and aptitude to select and follow written procedures appropriate to the type of contracting action (e.g., MIPR, Grants).
• Strong Excel, database, pivot table, and PowerPoint abilities.

Security Clearance Requirements

Minimum DoD Secret Security Clearance.

Location & Travel

This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected.

Preferred Qualifications

• Strong Power BI suite experience and use of AI tools (writing prompts, owning the process and product).
• Knowledge of the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies.
• Knowledge of U.S. Food and Drug Administration regulations and processes, including the “Animal Rule.”
• DAWIA Level II Certification or equivalent.
• PMP Certification.

Compensation at ARServices is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market considerations, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected compensation range for this position is based on full-time status. Actual starting compensation will be determined based on the selected candidate's qualifications and the factors identified above.
