JST is currently seeking an experienced Budget Analyst to join our team.

This is a full-time remote position with occasional travel to the DC area (travel to DC will be required at start to retrieve government equipment). Budget Analyst Responsibilities

  • Develop and justify annual and multi-year budget requests in alignment with agency missions and presidential priorities
  • Prepare materials for the President's Budget submission to the Office of Management and Budget (OMB)
  • Analyze program funding needs within statutory and discretionary spending limits
  • Monitor obligations and outlays to ensure compliance with enacted appropriations
  • Track spending against apportionments, allotments, and reprogramming actions
  • Identify potential Anti-Deficiency Act risks and recommend corrective actions
  • Conduct cost-benefit and trend analyses to support funding decisions
  • Evaluate program performance and financial efficiency using performance metrics
  • Assess the budgetary impact of legislative proposals and policy changes
  • Additional tasks as needed

Budget Analyst Qualifications

  • Bachelor's degree in finance, accounting, economics, public administration, business, or a related field
  • Master's degree (MPA, MBA, MS in Finance/Econ) preferred but not required
  • 5–7 years of progressively responsible federal budgeting experience, such as:
    • Formulating and executing federal budgets
    • Monitoring obligations, outlays, and funding controls
    • Preparing budget justifications and OMB submissions
    • Supporting congressional and OMB data calls
  • Budget Analyst background with the DoD.
  • Primary responsibilities will be to manage Government Purchase Card reconciliations with US Bank, using the OLCERT system. Will be working from within the Contracts branch and supporting the Comptroller branch to ensure purchases and invoices and payments are all in line. Will analyze discrepancies, review disputes, and communicate actions.
  • Must have a strong attention to detail, a financial or contractual background, and be able to work independently.

Required Clearances and Screenings

  • Active Secret clearance is required
  • MUST be able to successfully pass a drug screen and background check
