GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is seeking a Bridge Operations Engineer II in Cheyenne, Wyoming. As a Bridge Operations Engineer II, you will be responsible for performing various duties, under limited supervision, in order to provide a safe, high-quality, and efficient transportation system.

This position performs engineering and inspection related to the operation of existing highway-related structures and the design of new highway structures that enhance public safety and improve the state’s transportation system.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

• Utilizes various computer applications to determine the theoretical load-carrying capacity of structural components for use in evaluation, overload review, and load-carrying capacities
• Reviews the load capacity of the structures on routes to be taken by all permitted overloads throughout the state
• Checks and approves fabricator’s shop drawings for structural steel and precast concrete members by verifying dimensions and materials for compliance with design plans and specifications and to eliminate errors
• Assists with quality assurance for structural steel and precast concrete members at the fabricator’s facility for compliance with design plans, specifications, and approved shop drawings. Inspection involves verification of dimensions, material certifications, reinforcing layout, and welding
• Reviews and approves weld procedure specifications (WPS) and procedure qualification records (PQR) and witnesses field welder qualification tests
• Trains technicians to check shop drawings and review their shop drawing redlines for completeness and accuracy
• Assists or performs routine field inspections, NSTM inspections, and/or special inspections of existing, recently constructed, and damaged local and state-owned bridges and other related structures
• Ensures inspections accurately and completely reflect the structural and functional conditions of the structure, are thorough, timely, and completed in accordance with WYDOT policies, procedures and the FHWA National Bridge Inspection Standards (NBIS)
• Enter inspection data and update element data via computer
• Prepares detailed structure inspection reports with photos in accordance with the NBIS
• Uses non-destructive testing methods to assess damage as required
• Records various measurements and takes photographs for use in load ratings or developing the repair strategies
• Attends refresher training to ensure compliance with state and NBIS requirements
• Designs and design checks steel and concrete bridges, overhead sign structures, concrete box culverts, retaining walls, and other highway-related structures

Examples of duties

KNOWLEDGE:

• Knowledge and competence in the principles, application and interpretation of structural engineering design and theory to ensure uniformity and compliance with AASHTO design specifications, Program policies, and Department standards
• Knowledge of engineering fundamentals relating to highway geometrics, hydraulic design, and geotechnical engineering as they relate to Department practice
• Knowledge of drafting principles, practices, standards and office policies that relate to structural detailing
• Skilled in the use of computer applications for structural design and office automation
• Ability to analyze and solve problems to produce complete, legible and organized designs
• Ability to understand structural computations and complex algorithms used in mathematical computer models and recognize the theory as the basis of their use
• Knowledge of National Bridge Inspection Standards, bridge elements, bridge management principles, bridge inspection techniques, inspection and access equipment operations, and department procedures and policies for bridge inspections and load ratings
• Knowledge of engineering fundamentals relating to structure preservation and rehabilitation
• Knowledge of Department policies and procedures that relate to load rating
• Ability to understand the national bridge inspection standards and bridge element level ratings to assess the condition and rehabilitation of structures

MINIMUM QUALIFICATIONS:

Education

Bachelor's Degree (in Engineering)

Experience:

0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of Engineer I.

Certificates, Licenses, Registrations:

Engineer in Training (EIT) License or Fundamentals in Engineering (FE) Required.

• One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
• Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
• Employees would only be eligible for one (1) hiring bonus in a 12-month period.
• If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
