Position Information

There are 487 on-system bridges in the Lubbock District, each one critical to the safety of the traveling public. The Lubbock District Bridge Office is seeking a motivated professional who will bring the skills, experience, and high standards needed to help push our bridge program beyond state expectations. This position offers the opportunity to implement the latest bridge preservation and maintenance technologies while playing a key role in the continued success of our program. Responsibilities include tracking bridge maintenance needs, selecting candidates for maintenance contracts, monitoring and inspecting ongoing projects, maintaining inspection data, and more!

Implements the statewide bridge inspection program including inspection contract management. Performs and document routine, emergency, follow-up, complex and other bridge inspections. Proactively performs Federal Inspection Metric activities including: quality control review; scour and critical finding assessment and provision and oversight of plans of action. Provides technical expertise in bridge related matters including recommendations of bridge maintenance and repairs. Assists with bridge planning and programming. May train, lead, and guide the work of others. Acts as liaison between Division and Districts. Performs advanced technical fracture critical, underwater, emergency, routine and other bridge inspection activities. Drives and operates specialized bridge inspection equipment statewide. Is a qualified NBIS team leader, Work is overseen by a licensed professional engineer, requires contact with government officials, may be physically demanding and potentially hazardous. Employees at this level establish their own work plan and priorities to meet objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Level IV:

  • Provides technical expertise and coordination for bridge inspection operations including prioritizing bridge
    inspections, monitoring correspondence and writing memorandums and reports.
  • Coordinates bridge related programs and projects to enhance efficiency and streamline operations.
  • Performs field reviews of bridge construction projects to assist area engineers and project engineers in resolution of
    bridge construction problems.
  • May serve as a lead worker and the related tasks.
  • Monitors bridge inspection consultant activities and assists with coding as needed.
  • Reviews and reports critical findings, prepares follow-up plans of action, and status oversight of corrective actions.
  • Prepares and analyzes summaries of bridge inspection computer data.
  • Prepares and monitors contracts for inspections done by consultants.
  • Prepares bridge inspection follow-up worksheet for maintenance and gives instruction for recommended actions; monitors
    follow-up actions taken by maintenance.
  • Records data and maintains and reviews bridge inspection files for compliance with bridge inspection manuals.

Level V:

  • Performs advanced technical activities related to inspection and appraisal of bridge structures according to the Bridge
    Inspection Manual.
  • Identifies, inspects, analyzes and implements solutions for complex bridge maintenance problems.
  • Determines extent of deterioration requiring rehabilitation or replacement as the basis for planning bridge replacement
    and rehabilitation programs.
  • Inspects bridges and related structures and evaluates condition in accordance with the bridge inspection Manual to
    determine the need for replacement, rehabilitation or maintenance.
  • May train other employees
  • Oversees inspection and appraisals of bridge structures according to the Bridge Inspection Manual.
  • Performs quality control reviews related to bridge inspection activities and monitors needed corrective actions.
  • Reviews and performs scour assessments, prepares needed plans of action, and takes a proactive role in coordinating
    others to implement plans of action and conducts status oversight of corrective actions.
  • Meets National Bridge Inspection Standards (NBIS) Team Leader requirements.
  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities
    for plan development.

Level VI:

  • Evaluates and analyzes highly complex design issues.

  • Prepare written reports and picture reports; documenting the condition of structures receiving fracture critical
    inspection, underwater inspections, and emergency response inspections.
  • Proposes new methods and procedures for the collection of bridge data.
  • Represents the Department at various meetings.
  • Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review activities
    for plan development.
  • Coordinates engineering field staff activities and provides advanced technical assistance in resolving bridge
    construction problems.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and
    related structures in accordance with plans and specifications.
  • Performs complex data collection, evaluation, analysis, studies, inspections and forecast assessments in preparation and
    implementation of Bridge Maintenance Program, BMIP, routine maintenance, and Bridge Rail Program for a district.
  • Performs high level technical activities related to inspection and appraisal of bridge structures according to the Bridge
    Inspection Manual.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience

Level IV:

  • 5 years in either construction; construction/bridge/related structure inspection; bridge appraisal; diving/underwater inspection of structural elements. (Experience can be satisfied by full time or prorated part time equivalent). College education and/or relevant technical training may be substituted for experience on a year per year basis.; education substitution includes: engineering, engineering technology, construction, construction inspection, commercial dive certification or a related field. Substitutions for Minimum Qualifications
  • Must include 2.5 years of active participation in bridge inspection in accordance with the National Bridge Inspection Standards (NBIS) and 2.5 years of other bridge experience.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Must obtain a Commercial Class "A" Driver's License or have obtained a CDL "A” License, within 120 calendar days from date of employment.
  • Qualified as a National Bridge Inspection Standards (NBIS) Team Leader.

Preferred Qualifications:

  • Commercial Driver’s License

Physical Requirements and Working Conditions:
