Brooklyn Street Maintenance Administration within the Roadway Repair & Maintenance (RRM) Division is seeking a qualified candidate for the position of Borough Planner. The position is responsible for performing technical inspection, planning, coordination, and reporting activities related to the construction, repair, and maintenance of roadways, sewers, appurtenances, pavements, and sidewalks.

Key responsibilities include, but are not limited to:

  • Conduct technical inspections of roadway, pavement, sidewalk, sewer, and related infrastructure conditions to identify deficiencies and determine appropriate corrective actions.
  • Inspect roadway conditions and coordinate necessary repairs and maintenance for marathons, parade routes, street fairs, and other special events.
  • Coordinate inspections and related activities with HIQA, DEP, DOB, and other City agencies, divisions, and applicable units.
  • Investigate complaints received from Community Boards, elected officials, residents, businesses, and other stakeholders; and document findings and refer identified conditions to the appropriate authorities, construction contractors, utility companies, or other responsible parties.
  • Review and resolve issues received through telephone calls, written correspondence, and other forms of communication, ensuring that appropriate follow-up actions are taken.
  • Utilize the Siebel system to retrieve, track, document, and respond to complaints, including assigned ARTS complaints, and provide appropriate resolutions.
  • Utilize the NYCStreets system to obtain and review permit activity and related roadway information.
  • Maintain and update records pertaining to roadway conditions and maintenance activities, including wear-and-tear tracking, delayed or skipped paving locations, joint repairs, special-event repairs, maps, and other related documentation.
  • Prepare comprehensive reports, summaries, and supporting documentation based on inspection findings and project activities.
  • Conduct pre- and post-inspections of locations scheduled for roadway milling and paving to verify existing conditions, work requirements, and completed work.
  • Conduct pre-inspections to determine paving eligibility and document roadway conditions in accordance with established criteria.
  • Update the Mosaics system with pothole repair reports and related maintenance information.
  • Monitor and document roadway conditions and follow up on outstanding issues to support timely resolution and completion of required work.
  • Appear as a witness in court, when required, and provide testimony regarding inspections, findings, complaints, or related roadway conditions.
  • Operate a passenger vehicle to travel to and from field assignments, inspections, meetings, and other work locations.
  • Oversees in-house capital projects and associated budget matters, utilizing automated research and analytical tools to support assigned studies, projects, and operational initiatives.
  • Identifies local planning issues and develops recommendations to address project needs and priorities.
  • Perform other related planning, inspection, analytical, administrative, and field duties as assigned.

Qualifications

  1. A master’s degree from an accredited college or university in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or a related field; or
  2. A baccalaureate degree from an accredited college or university and one year of satisfactory full-time experience in city planning such as in the review and

development of housing, transportation, environmental, and city-owned land planning projects; or

  1. A satisfactory combination of education and/or experience that is equivalent to "1" above. Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college or university for one year of experience. However, all candidates must have a baccalaureate degree.
  2. To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
