Job Description

Position Summary

The Boiler Technician performs preventive maintenance, inspection preparation, operational testing, troubleshooting, repair, water-treatment support, condition assessment, and documentation for boilers, gas-fired water heaters, unfired pressure vessels (UPVs), and all mechanically or electrically interlocked ancillary equipment. The position supports safe, reliable operation, minimizes breakdowns, maximizes useful life, maintains current certifications, and records work and asset-condition data in NAVFAC MAXIMO in accordance with the contract, approved programs, OEM instructions, and applicable codes.

Essential Duties and Responsibilities

  • Execute the approved preventive maintenance program and monthly work schedule for boilers, UPVs, burners, heat exchangers, tanks, meters, pressure vessels, pumps, piping, valves, distribution lines, condensate return lines, monitoring systems, and controls.
  • Inspect, clean, adjust, lubricate, test, troubleshoot, repair, replace, start up, shut down, and perform operational checks on assigned equipment in accordance with OEM requirements and accepted industry practices.
  • Prepare boilers and UPVs for Government inspection, testing, and NAVFAC certification; provide required cleaning, access, operation, test support, and assistance to the Government Certified Boiler Inspector.
  • Immediately remove equipment from service and notify supervision when a safety deficiency is identified; do not operate a boiler or UPV without a valid NAVFAC inspection certificate.
  • Provide five working days advance notice through supervision when equipment is ready for testing and certification, and promptly return equipment to service after certification is issued.
  • Perform or support boiler-water sampling, testing, chemical treatment, trend review, and corrective adjustment in accordance with OEM requirements and UFC 3-240-13FN. Coordinate independent laboratory testing when applicable.
  • Comply with boiler attendance requirements; monitor operating conditions, combustion, flame, pressure, temperature, safety controls, fuel supply, alarms, and system efficiency.
  • Maintain operable knowledge of applicable DDC systems at programmer level; monitor and troubleshoot boiler controls and coordinate approved control adjustments and software/firmware activities.
  • Complete annual dynamic-equipment condition assessments during invasive PM activities and whenever equipment is repaired, replaced, or experiences a significant condition change.
  • Enter accurate work-order, PM, meter-reading, deficiency, parts, labor, and asset-condition information in NAVFAC MAXIMO in real time during normal hours or by the next working day for after-hours work.
  • Identify asset inventory discrepancies, including missing assets, incorrect data, unreadable serial numbers, incorrect MAXIMO names, and removed or replaced equipment; report changes before updates are made.
  • Respond to emergency, urgent, and routine service requirements as assigned, protect Government property, minimize service interruption, and provide clear status updates.
  • Notify supervision within two hours when expected work exceeds contractual recurring-work or incidental-repair limits. Do not commit out-of-scope work without authorization.
  • Use lockout/tagout, confined-space, hot-work, fall-protection, respiratory-protection, hazard-communication, and other controls required by the accepted APP and AHA.
  • Maintain orderly work areas, remove debris, protect adjacent systems and finishes, and complete touch-up and restoration required to return the asset and work area to serviceable condition.
  • Maintain accurate inspection reports, certificates, test reports, service records, warranty information, equipment history, and technical-library updates.

Required Qualifications and Certifications

  • Journeyman-level boiler, HVAC/mechanical, or stationary-equipment maintenance capability demonstrated through recognized training and relevant experience.
  • Training and certification by the OEM or a recognized training organization for assigned equipment, with Florida licensing where applicable.
  • For boiler/UPV inspection, test witnessing, report preparation, or certificate-support functions: qualifications consistent with UFC 3-430-07 and EPA Method 9 Visible Emissions Testing Protocol.
  • For boiler operation and maintenance: applicable Florida licensing as required by the contract, EPA Method 9 qualification, and combustion-optimization operator training sponsored by FDEP, EPA, or an equipment vendor at least once every three years.
  • Ability to obtain and maintain installation access credentials and, when NAVFAC MAXIMO or other Government IT/OT access is assigned, satisfy applicable CAC, investigation, training, and system-access requirements.
  • Working knowledge of combustion systems, burners, hydronic systems, pumps, valves, piping, controls, safety devices, water treatment, electrical troubleshooting, and pressure-vessel safety.
  • Ability to read and apply OEM manuals, wiring diagrams, piping schematics, sequences of operation, PM procedures, inspection criteria, and safety documents.
  • Ability to speak, read, and comprehend English sufficiently to perform contract requirements and follow emergency procedures.
  • Valid driver license and acceptable driving record for operation of company vehicles, if assigned.

Preferred Qualifications

  • EPA Section 608 Universal certification when work may involve refrigerant-containing ancillary equipment.
  • Experience with NAVFAC MAXIMO, Navy facility maintenance contracts, UFC requirements, DDC/building automation systems, and Government inspection coordination.
  • Manufacturer training on Cleaver-Brooks, Raypak/Raytherm, Weil-McLain, Camus, Patterson-Kelley, Federal Boiler, Lochinvar, AO Smith, State Industries, and related controls.

Performance Expectations

  • Assigned boilers, UPVs, water heaters, and ancillary systems remain safe, fully functional, and in normal working condition.
  • PM and certification activities are completed according to approved schedules and OEM requirements.
  • All required certifications remain current; unsafe or uncertified equipment is not operated.
  • MAXIMO and maintenance records are complete, accurate, timely, and traceable to the asset and work order.
  • Deficiencies, service interruptions, inventory discrepancies, and work exceeding contract limits are reported within required timeframes.
  • Work is performed safely, professionally, and with minimal disruption to Government operations.

Physical and Working Conditions

  • Regular work in mechanical rooms and around hot surfaces, combustion equipment, pressurized systems, rotating equipment, chemicals, noise, and electrical components.
  • Frequent standing, walking, bending, kneeling, climbing, reaching, and tool use; ability to lift and carry tools, parts, and equipment consistent with safe work practices and company policy.
  • May require respirator use, confined-space entry, hot work, ladder use, work at elevation, and after-hours or emergency response when properly trained, medically qualified, and authorized.
  • Work may occur indoors and outdoors in Florida heat, humidity, rain, and other site conditions.
