Job Description

Civil Service Title- Certified IT Administrator (Database) 1

The Technical Solutions Manager leads the planning, design, implementation, and continuous improvement of technology solutions supporting Bridges capital program delivery and business operations. This position serves as the technical lead responsible for managing complex projects, translating business requirements into scalable system solutions, overseeing solution architecture, guiding software development, and advancing the organization's data and analytics capabilities.

Working across business units, technology teams, and external vendors, the incumbent ensures that technology initiatives align with the Bridges Technology Plan objectives while delivering reliable, scalable, and data-driven solutions.

Primary Responsibilities
Technical Project Management
Lead multiple complex technology initiatives from concept through implementation.
Develop project plans, schedules, budgets, risk management strategies, and resource plans.
Coordinate cross-functional teams including business users, developers, vendors, and consultants.
Monitor project performance, resolve issues, and communicate status to executive leadership.
Ensure projects adhere to organizational governance and SDLC methodologies.
Business Analysis
Collaborate with stakeholders to identify business needs and operational challenges.
Facilitate requirements gathering workshops and process analysis.
Produce Business Requirements Documents (BRDs), functional specifications, workflow diagrams, and user stories.
Analyze existing business processes and recommend improvements through automation and technology.
Solution Architecture
Design scalable enterprise solutions supporting capital project management and business operations.
Develop system architecture, integration strategies, and technical roadmaps.
Evaluate emerging technologies and recommend appropriate solutions.
Ensure interoperability between enterprise applications and external systems.
Promote best practices for security, performance, maintainability, and scalability.
Systems Development Oversight
Manage the software development lifecycle for enterprise applications.
Coordinate development activities with internal teams and external vendors.
Review technical designs, implementation approaches, and system enhancements.
Manage consultant and vendor deliverables.
Review technical proposals, statements of work, and system designs.
Support testing activities including System Integration Testing (SIT), User Acceptance Testing (UAT), and production deployments.
Ensure successful transition to production and post-implementation support.

Data Warehouse & Data Management
Lead the design and expansion of enterprise data warehouse solutions.
Develop data governance standards, metadata management, and data quality controls.
Define data integration strategies across multiple enterprise systems.
Collaborate with technical teams to optimize database performance and reporting structures.

Analytics & Business Intelligence
Develop enterprise dashboards and executive reporting solutions.
Design Key Performance Indicators (KPIs) and performance metrics.
Support advanced analytics initiatives to improve operational decision-making.
Translate complex datasets into meaningful business insights.
Vendor & Stakeholder Management
Manage consultant and vendor deliverables.
Review technical proposals, statements of work, and system designs.
Coordinate with agency leadership and business stakeholders to prioritize technology investments.
Present recommendations and project updates to executive management

Preferred skills
PMP certification or Agile certification (PMI-ACP, Scrum Master, SAFe, etc.).
Experience with Microsoft Azure, Power Platform, Power BI, SQL Server, Snowflake, or similar cloud technologies.
Experience with enterprise architecture, systems integration, APIs, and data governance. Experience managing technology consulting vendors and large-scale enterprise software projects.

Qualifications

Professional/Vendor Certification(s) in database administration that is required for the position to be filled. In addition, you must have one of the following:
1. A baccalaureate degree from an accredited college or university, and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management;

2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in "1" above; OR

3. A satisfactory equivalent of education and/or experience equivalent to “1” or “2” above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from
an accredited college or university is equivalent to 6 months of information technology experience, but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However, all candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described in "1" above.
