Civil Service Title- Civil Engineer 3

The New York City Department of Transportation, Division of Bridges is responsible for managing the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, ensuring safety of the public and ensuring mobility for all users. Team members may work on major project designs, oversee construction, oversee maintenance activities, perform engineering reviews and quality assurance tasks on some of the most iconic and complex projects in the City.

The Bureau of Capital Design and Construction is responsible for carrying out major projects on all NYC owned bridges and tunnels, including long span bridges over the East River, movable bridges, and roadway bridges. The Bureau manages all aspects of the design and construction activities for these projects by contracting with private engineering and construction firms. Engineering firms provide design, construction support and resident engineering, and inspection services under the direction and supervision of the Bureau’s personnel.

The Bureau of Capital Design and Construction seek to hire a Civil Engineer L3 to serve as an Engineer-in-charge. The selected candidate will manage one or more bridge capital construction projects in the Roadway Bridges group. The job may include some or all the following tasks: Direct all functions during the construction phase of a bridge reconstruction/rehabilitation projects with latitude for the exercise of independent judgment and initiative. Supervise, directly and indirectly, engineering professional and clerical employees. Oversee the efforts of the Resident Engineering team and the Contractor to complete construction per contract documents. Analyze complex civil engineering projects to determine requirements, uncertainties, and constraints. Apply leadership and teamwork skills to effectively meet project needs by identifying and addressing risks to project schedule and budget. The tasks also include reviews of consultant submissions during the construction phase such as field change plans, related specifications, and cost estimates. Responsible for administration for the Resident Engineer and Construction Contract including review of REI consultant invoices, Contractor’s invoice, project schedule and possible change orders and time extensions. Reviewing the various documents may require coordination with divisions within NYCDOT as well as other agencies such as NYSDOT, FHWA, NYCDPR, and other external agencies. Attend meetings in the field or coordinate with contractors or other field personnel to resolve issues that may arise during the construction are required. Utilize the Contract & Project Management System (CPMS) for hourly rate approval, process invoices as well as track and manage risks and issues. Coordinate with Division staff to ensure funding sufficiency throughout the project, including preparation of related documents. Update project schedule via the system the division provides. Manage and resolve project issues. Take a proactive approach to project risk management. Perform other related duties.

Preferred skills
Familiarity with bridge specifications and construction best practices. Ability to communicate effectively in verbal and written form. Proven experience as an EIC and ability to multitask and work with multidiscipline teams. Experience supervising consultants and managing multi-million-dollar bridge projects, including contract administration and regulatory compliance. Experience in using Microsoft Dynamic 365 for project tracking. Proficiency in procurement and bidding processes for large-scale infrastructure projects. Demonstrated ability to coordinate with multiple agencies and stakeholders to advance project objectives efficiently. Proven track record of budget forecasting, project scheduling. Ability to manage and prioritize multiple projects simultaneously.

Qualifications

(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and
(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
Special Note:
In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
