Job Description

CIVIL SERVICE TITLE: ADMINISTRATIVE ENGINEER M4 (MANAGERIAL)

*TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE, OR REACHABLE ON THE LIST.

The New York City Department of Transportation, Division of Bridges is responsible for managing the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, ensuring safety of the public and ensuring mobility for all users. Team members may work on major project designs, oversee construction, oversee maintenance activities, perform engineering reviews and quality assurance tasks on some of the most iconic and complex projects in the City.
The Division of Bridges seeks to hire a Deputy Chief Engineer who will have oversight of three units: Design Build, East River Bridges, Moveable Bridges and tunnels under the jurisdiction of the Department of Transportation. Reporting directly to the Deputy Commissioner/Chief Bridge Officer, the successful candidate will have the following responsibilities but not limited to:
*Project Leadership & Supervision: Manage and direct engineering, professional, and technical staff in the review and analysis of bridge construction projects.
*Technical Oversight: Ensure bridge designs meet regulatory standards (AASHTO, state standards) and project specifications, providing expertise in structural design and rehabilitation.
*Construction Management: Monitor project progress, resource allocation, and quality control during construction to ensure adherence to schedules and budgets.
*Contract Management: Responsible for the resolution of conflicts with contractors arising from field conditions. Oversees negotiations with contractors to resolve scheduling conflicts and delays caused by unanticipated conditions in order to establish additional compensation, when warranted. As necessary, coordinates with the Office of the ACCO/EAB on related matters.
*Stakeholder Coordination: Represents the Division in dealing with other City, State, and Federal agencies, utilities, contractors, consulting engineers, the general public and all other public or private bodies on those matters of the greatest scope of significance.
*Budgeting & Finance: Assist in developing and monitoring capital improvement budgets, procurement processes, and grant applications.
*Safety & Compliance: Oversee bridge inspection programs, including National Bridge Inspection Standards (NBIS), and enforce safety measures, including overseeing site inspections.
*Performs additional significant administrative and engineering functions for Division of Bridges.

*PREFERRED SKILLS
*Leadership: Strong leadership and team management skills to mentor engineering teams and direct multi-disciplined projects.
*Technical Knowledge: Detailed familiarity with modern construction techniques, materials, and structural engineering principles for bridge construction.
*Communication: Effective oral and written communication skills to prepare reports, make presentations, and negotiate with stakeholders.
*Problem-Solving: Proven ability to resolve complex technical and field engineering issues

Qualifications

1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
