Job Description

Downer is currently seeking a Bitumen Supply and Distribution Manager to lead the safe, compliant, reliable and cost‑effective national coordination of bitumen transport and delivery

With responsibility for national scheduling, Heavy Vehicle National Law (HVNL) and Chain of Responsibility (CoR) compliance, subcontractor driver relationships and tanker fleet utilisation, this role plays a critical part in ensuring continuity of supply across Downer’s operations.

You will also gain exposure to bitumen procurement, demand forecasting and internal benchmark pricing administration, providing an excellent platform for broader supply chain or commercial career progression.

KEY RESPONSIBILITIES

  • Lead the national scheduling and coordination of bitumen and polymer modified bitumen transport to support asphalt, spray seal and emulsion operations across Australia.
  • Ensure safe, compliant and reliable delivery operations, maintaining strong adherence to HVNL and CoR obligations.
  • Act as the central escalation point for logistics conflicts, supply disruptions and competing operational priorities.
  • Oversee utilisation, availability and maintenance coordination of Downer‑owned heated bitumen tanker assets.
  • Build effective working relationships with subcontracted drivers, transport providers and key internal stakeholders.
  • Support demand forecasting, supplier engagement and internal benchmark pricing processes.
  • Lead, coach and develop scheduling and logistics team members, fostering accountability, resilience and high performance.

ABOUT YOU

  • Strong experience in logistics, transport or supply chain operations in an asset‑heavy environment.
  • Working knowledge of HVNL and CoR, particularly scheduling and fatigue risk.
  • Exposure to bulk commodity supply chains, tanker operations or fuel/bitumen logistics highly regarded.
  • Experience leading schedulers, coordinators or administrative teams.
  • Confidence managing subcontractor relationships without formal authority.
  • Sound operational judgement and practical risk awareness.
  • Commercial curiosity and interest in procurement, forecasting and pricing mechanisms.
  • Clear communication skills and the ability to influence across operations, commercial and finance teams.
