Minimum Qualifications:
Eight years of professional experience directly related to duties and responsibilities of this position.

A degree from an accredited college or university with a major course of study in marine biology, life or physical science may substitute for the required experience as follows:

• Bachelor's degree and four years of professional biological experience in a field or laboratory program; or
• A Master of Science degree and three years of professional experience in a field or laboratory program; or
• A doctorate and one year of professional experience in a field or laboratory program.

Preferred Qualifications:

Preference may be given to candidates with the following qualifications:

• An advanced degree in marine biology, life or physical sciences, or a closely related field.

• Two years of supervisory experience.

Requirements:

• Employment in this position is contingent upon a satisfactory criminal history(fingerprint based) check in accordance with Chapter 435, Florida Statutes.
• Working hours are Monday – Friday, 8:00 a.m. – 5:00 p.m. Eastern Time.
• Some travel is required and may include weeknights, weekends and holidays.

and Responsibilities:

This position serves in a leadership role in the Division’s Analysis and Rulemaking Section, which coordinates and develops marine fisheries policy and rulemaking for state-managed species.

The position serves as the Division’s subject matter expert on marine fisheries habitats and advises regional staff on matters related to marine fisheries habitats for recreational and commercial marine species. This position leads a team to create a framework to incorporate aquatic habitat and associated metrics into the management of Florida’s important recreational and commercial marine fisheries. Additionally, the position oversees the agency’s regional holistic fishery management approach for snook, redfish, and spotted seatrout.

The Commission expects its employees to be courteous and respectful while assisting Commission customers and stakeholders, ensuring each encounter is as positive as possible. Employees should promptly resolve questions or problems relating to the Commission, its programs and/or fish and wildlife resources. Employees should seek to gain public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner and by listening to what the customer wants and striving to meet their needs. When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent FWC point-of-view.

A more detailed list of some of the duties is as follows:

Programmatic:

• Serves as the Division of Marine Fisheries Management’s (DMFM) subject matter expert on marine fisheries habitats and represents the division and advises regional staff on matters related to marine fisheries habitats for recreational and commercial marine species.
• Leads a team of biologists to create a framework to incorporate aquatic habitat and associated metrics into the management of Florida’s important recreational and commercial marine fisheries. Activities in support of this duty may include engagement with fishers and other stakeholders; designing and implementing educational programs; analysis of aquatic habitat data; social science research; participation in development of aquatic habitat restoration plans; analyses of fisheries stock assessment results; and more.
• Oversees development and implementation of holistic regional management for inshore fisheries, including the development of annual reviews for fisheries in each region.
• The position synthesizes technical fisheries assessment information in support of the agency’s marine fisheries rulemaking process, reviews and interprets stock assessments and fisheries regulations, evaluates life history and fisheries-dependent and independent data, and develops reports and presentations on marine fishery issues.
• Supports the Section Leader in the preparation and execution of items for Commission meetings and rulemaking.
• Conducts, coordinates, and participates in public workshops on issues relating to Florida fisheries.

Coordination and Integration:

• Work at FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed.
• Forms and maintains collaborative relationships with various entities, including all divisions and offices of FWC; angling, boating, civic and other types of associations; non-profit organizations; and local, state and federal government agencies.
• Works with Fisheries Services staff to develop strategic outreach plans related to marine fisheries management and habitats to support marine fish populations, enhance the public’s understanding of aquatic resources, promote ethical fishing and boating practices (especially regarding aquatic habitats), and improve recreational and commercial fisheries.
• Establishes and maintains effective working relationships with marine fisheries stakeholders to accomplish the goals of the Division related to the conservation, restoration, enhancement, and protection of marine fisheries habitats for recreational and commercial marine species.
• Develops and maintains effective working relationships with FWC staff across divisions and offices, and with staff of other state and federal agencies.
• Provides support to Section Leaders, Deputy Director, and Division Director on special assignments.

Personnel Management:

• Responsible for ensuring that all work products of direct reports are produced to the highest possible scientific, technical, and professional standards.
• Responsible for participating in hiring and directly supervising and evaluating direct reports.
• Responsible for ensuring direct reports pursue continual professional development.

Administrative:

• Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
• Performs other duties as required.
