Marion County Addiction Treatment Services is seeking a compassionate and dependable Bilingual Spanish Certified Recovery Mentor to support parenting fathers and their children in the His Place program in Woodburn. This position uses lived experience and bilingual skills to build trust, promote treatment engagement, strengthen parenting and life skills, connect families with community resources, and support long-term recovery. The ideal candidate will provide culturally responsive, trauma-informed peer support while collaborating with treatment providers, Child Welfare, legal systems, and community partners to help fathers achieve stability and create healthier futures for their families.

Supervision and lead work are not responsibilities of this classification. If an appointing authority assigns an employee to a full spectrum of lead worker duties, the county shall compensate the employee as described in the Marion County Personnel Rules.

Examples of duties

This position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required.

The incumbent in this position upholds confidentiality rules/regulations including HIPAA and 42 CFR Part 2. Services may be delivered in person or via telehealth; services may be delivered in the following locations: office or in the community including settings necessary to deliver addiction counseling services (e.g., PCC, schools, hospitals, jail, courtroom, residences including transitional housing, etc.). The incumbent performs all the following using a person-centered, strength-based, recovery-oriented, trauma-informed, culturally sensitive, and ethically guided approach:

• Builds rapport with people served. Identifies the needs of people served and their families; conducts outreach to engage people who would benefit from addiction treatment services and supports; applies crisis prevention, management, and de-escalation skills.

• Assists in removing barriers to success; assists in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.; creates and maintains positive relationships with community partners; advocates on behalf of people served and in support of resource development.

• Renders mentoring services and supports both in the office and in community settings necessary to deliver addiction counseling services and supports; works within a team; collaborates with coworkers and community partners; assists persons served in accessing the resources they need to recover from substance abuse problems; provides case management and care coordination services; assists in making timely referrals to other professionals, agencies, community programs, or appropriate resources; evaluates outcome of referrals.

• Build report with people served. Identify the needs of people served and their families; conducts outreach and on call response to engage people who would benefit from addiction treatment services and supports; Timely documents services rendered in a professional, clear, accurate, and complete manner and in accordance with timelines set forth in policy. conducts drug testing to include urine drug screens, oral swabs and breathalyzers; applies crisis prevention, management, and de-escalation skills. Assists in removing barriers to success; assists in transporting persons served to medical appointments, food pantry sites, shelter assistance, benefits programs, etc.; creates and maintains positive relationships with community partners; advocates on behalf of people served and in support of resource development.

• Provides peer-facilitated Life Skills and Recovery Skills groups for all clients served.

• Other duties as assigned by your supervisor.

• Response Level 2 In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Qualifications

EXPERIENCE AND TRAINING

1. High school diploma, or equivalent; AND
2. Two years in recovery from substance use dependence.

SPECIAL REQUIREMENTS

• Must possess or obtain within ninety (90) days of hire, a current MHACBO (Mental Health & Addiction Certification Board of Oregon) CRM certification (Certified Recovery Mentor). See MHACBO website for requirements.
• This position provides services to monolingual Spanish-speaking individuals; therefore, fluent bilingual Spanish/English skills are required. An additional 5% will be added to the hourly wage as compensation for this skill. Finalist will be required to pass a verbal Standardized Spanish/English Fluency Assessment as part of the hiring process.

• Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.

• This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. • Typical Work Schedule(s): Monday - Friday, 8:00 a.m. - 5:00 p.m. with flexibility depending upon the needs of the department and program.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge and understanding of general concepts of substance use disorders and mental health issues of persons served dealing with addictions; knowledge of family dynamics and individual and group counseling principles; knowledge of community resources. Skills and abilities to understand and carry out directions and instructions; maintain confidentiality; interest and skill in providing services to persons with addiction disorders; read and write English; must be willing to work hours conducive to reaching the identified population; establish and maintain cooperative working relationships with persons served, coworkers, and other agencies.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts, pushes, pulls and carries up to 15 lbs. up to 100 ft.; moves carts weighing up to 15 lbs.; operates a keyboard; speaks with a clear and audible voice; reads a 12-pt. font; distinguishes colors; hears a normal level of speech; works in areas that may be exposed to heat, cold, humidity, dust, smoke, and noise.
