About the role
Join the Infrastructure and Operations, in the Bilingual Manager, Environment and Release Management position. In this role you will be accountable for executing, operating, and continuously improving the organization’s release and environment management capability across technology portfolios.

You will be responsible to lead a team of release and environment specialists and project coordinators and acts as the primary operational owner for enterprise release execution outcomes within the established governance framework.


What you’ll do:

  • Execute the Release and Environment Management strategy and roadmap by ensuring consistent adoption across portfolios and platforms.
  • Implement and operationalize standardized release and environment practices, ensuring adherence to approved policies, standards, and governance controls.
  • Implement and operate release governance processes and controls aligned with ITIL, DevOps, security, audit, and risk requirements.
  • Ensure effective execution of release controls, including Change Advisory Board (CAB) support, service introduction activities, production readiness validation, and security and compliance checkpoints.
  • Oversee enterprise release planning and scheduling, coordinating cross functional dependencies and resolving conflicts across application, infrastructure, cloud, and operations teams.
  • Drive post release validation and continuous improvement, including root cause analysis, lessons learned, performance metrics, and corrective actions to improve release quality and predictability.
  • Act as the primary operational point of contact for release and environment management, ensuring clear stakeholder communication and escalating risks, constraints, and issues with actionable recommendations.
  • Provide direct people leadership to senior specialist and specialists, setting expectations, developing capability, building succession depth, and contributing to enterprise infrastructure strategy.


What you should have:

  • A bachelor’s degree in computer science, Information Systems, or related field. An equivalent combination of related education and experience may be considered.
  • A minimum of 7 years of progressive experience in technology operations, release management, change management, or service management within a medium to large enterprise environment.
  • A minimum of 3 years of experience in a leadership role with direct reports, including coaching, performance management, workforce planning, and capability development.
  • ITIL Foundation certification or equivalent IT Service Management training is required.
  • Demonstrated experience managing enterprise release activities, including release planning and coordination, deployment and go live execution across multiple technology domains, and production readiness and service introduction processes.
  • Strong working knowledge of IT Service Management (ITSM) practices, particularly Change and Release Management, Service Validation and Transition, and post incident review processes.
  • Strong communication and stakeholder management skills in both official languages (English and French), with proven experience operating in complex, cross functional environments. Able to clearly communicate risks, dependencies, and trade-offs, and act as an effective escalation point during critical releases and deployments.


It would be great if you also had:

  • Professional certifications such as ITIL Intermediate / Managing Professional, DevOps or Agile certifications (e.g., SAFe, Scrum, DevOps Foundation), cloud platform certifications (e.g., Microsoft Azure or AWS), or release/change management certifications.
  • Experience working in regulated or compliance driven environments, such as government, crown corporations, or financial services.
  • Proven experience implementing or maturing enterprise release and environment management frameworks, including governance, controls, and standardized practices.
  • Experience driving automation initiatives for release workflows, environment provisioning, and validation or compliance checks.

This position may be designated for Standby and Call Back duties based on operational needs. Should such duties be assigned, they must be performed in accordance with CMHC policies, including the Standby and Call Back Pay Procedure.
