The Bidding team at Oxford Policy Management is currently seeking a Bid Officer on a fixed-term basis for 12 months

The position will be located at our Islamabad- Pakistan office

The Bid Officer's role is responsible for leading support on assigned bids from pre-positioning, through to the conclusion of contract negotiations, including provision of advice, guidance, bid management, and relationship management of consultants and externals.

Working Closely with Senior Bid Managers and our consulting staff, the Bid Officer will specialize in bidding for our key clients including supporting multiple large value priority bids - providing focus for prepositioning activities and pipeline monitoring.

As a Bid Officer at OPM you will:

  • Provide administrative support to the planning, organization and monitoring of all aspects of bidding process from pre-positioning, Expression of Interest & Tender through to the conclusion of contract negotiations.
  • Ensure consistent & efficient implementation of processes/procedures, utilizing bidding tools and resources
  • Provide quality assurance checks and reviews by reviewing proposals and other tender documents before submission
  • Provide support for multiple large, complex or strategic priority projects, with involvement from go/no-go decision through to contract negotiations and review
  • Undertake procurement searches and market analysis for key clients to identify project opportunities for the company.
  • Provide administration support on large complex projects for expressions of interests and tenders for a variety of different donors (e.g. FCDO, EU, World Bank, UN, ADB etc.). This will include sourcing and tailoring relevant capacity statements, formatting & tailoring of CVs, searching & tailoring project references, and completed supplier specific forms as required by the client concerned.
  • Develop and manage the bid timetable, managing inputs and suppliers as appropriate to ensure all key milestones are met
  • Collaborate closely at all stages of the bid management process with the Opportunity Lead and Bid Managers, ensuring close collaboration with different departments/teams as appropriate (i.e. Legal, HR, PMO, and Finance)
  • Provide support to the consultants in developing the project budgets, providing advice and guidance as appropriate
  • Use and maintaining bidding data and internal CRM systems and databases
  • Demonstrate OPM’s values, have a passion for social impact.

Key Qualifications / Experience / Skills / Behaviours

  • Education to degree level in a subject relevant to OPM’s work desirable (although not required)
  • Research skills desirable
  • Knowledge and experience of the international development business would be desirable.
  • Experience of bidding for international clients in Development Aid
  • Flexibility to cope with several tasks simultaneously to agreed deadlines
  • Pro-active & flexible approach to work: ability to work on own initiative
  • Excellent organization & administrative skills with strong attention to detail, strong time management / prioritization skills & evidence of previous experience
  • Experience of budgeting would be desirable
  • MS Office, particularly advanced levels of Word, Excel and PowerPoint
  • Written skills including ability to summarize complex documents
  • High standard of both written and spoken English
  • Editing and proof-reading skills & high level of accuracy
  • Professional with strong communication skills with the ability to deal with people at all levels
  • Ability to work effectively as part of a team
