BID OFFICER APAC
Location: Phnom Penh - Cambodia

Its International Department delivers projects across Asia-Pacific, Africa, Eastern Europe,
and the Middle East, mainly financed by international donors and financial institutions. Its

MAIN MISSIONS
The Bid Officer is responsible for coordinating and managing Expressions of Interest (EOIs),
prequalification submissions, and tender preparation activities across the Asia-Pacific
region. The role combines commercial development, proposal management, coordination
of partners and experts, and operational support to project teams.
The Bid Officer contributes directly to the growth of SUEZ Consulting’s international
activities by ensuring high-quality submissions aligned with donor requirements and client
expectations.
SCOPE OF WORK
- Manage and prepare Expressions of Interest, prequalification documents, and technical and administrative proposals in line with donor and client requirements.
- Ensure the consistency, quality, clarity, and competitiveness of all submissions.
- Coordinate inputs from internal departments, external experts, and consortium partners.
- Contribute to the drafting of methodologies, organizational approaches, technical notes, and other proposal documents.
- Prepare preliminary tender budgets in coordination with technical and financial teams.
- Ensure compliance with internal procedures, governance rules, validation processes, and submission deadlines.
- Make sure all documents are reviewed, validated, and approved before submission.
- Maintain and update business intelligence tools, project references, expert databases, bid records, and lessons learned.
PROFILE REQUIRED
Technical Skills
- Degree in engineering, business, international development, political sciences, or a related field.
- Minimum 2 years of experience in proposal preparation for International Financing Institutions (IFI’s) such as ADB, World Bank, EU, EIB, and AFD.
- Experience in preparing EOIs and proposals.
- Good understanding of IFI’s procurement procedures and project cycle methodologies.
- Familiarity with infrastructure, environment, water, waste, climate, or transport sectors would be an advantage.
- Excellent command of Khmer and English, both written and spoken. Additional languages would be an asset.
- Proficiency in MS Office tools.
