The Assistant Manager – Costing & Quotation is accountable for the comprehensive preparation of technical and commercial proposals for intricate RFQ/RFP opportunities within the defense, aerospace, and high-reliability electronics sectors. This position entails thorough cost estimation, BOM verification, coordination with vendors, and collaboration across multiple functions to produce competitive and compliant bids.
Requirements
Key Responsibilities
1. Costing & Estimation
- Prepare Activity-Based Costing (ABC) for a variety of electronic products including analog, digital, RF assemblies, hybrid microcircuits, and power converters.
- Conduct process costing for manufacturing, internal/external testing, and qualification processes.
- Create and update costing models in MS Excel to ensure pricing is precise and consistent.
2. RFQ / RFP Management
- Manage the entire cycle of RFQ, RFP, and RFI evaluation and response preparation
- Take the lead in technical and commercial bid preparation, acting as the main liaison for Sales teams.
- Ensure that proposals are competitive, compliant, and meet customer requirements
3. BOM & Engineering Analysis
- Perform BOM and C-BOM analysis, which includes:
- Validation of components
- Assessment of product lifecycle
- Compliance with RoHS regulations
- Recommendations for alternative components
- Collaborate closely with Engineering teams to drive design and cost optimization
4. Vendor & Supply Chain Coordination
- Work alongside Supply Chain Management (SCM) teams to:
- Identify and source vendors
- Collect and evaluate vendor quotations
- Negotiate prices and optimize costs
- Support the creation of sourcing strategies for critical components.
5. Customer & Stakeholder Management
- Engage with key domestic and international customers such as defense laboratories, aerospace organizations, and global OEMs.
- Serve as the link among Sales, Engineering, SCM, and Leadership to ensure smooth project execution.
- Provide clarifications and assistance during customer interactions and bid reviews.
6. Compliance & Quality
- Guarantee all proposals adhere to AS9100 standards and internal quality protocols.
- Follow MIL/Space-grade standards for components and testing, including EMI/EMC and environmental requirements.
7. Order Lifecycle Support
- Assist in the transition from RFQ to Purchase Order execution
- Coordinate with ERP systems such as BAAN/LN for order creation and monitoring.
- Help in assessing inventory and planning clearance activities.
Required Skills & Competencies
Technical Skills
- In-depth knowledge of:
- Activity-Based Costing
- Electronic component engineering and lifecycle management
- Defense and aerospace standards (MIL, QML, QPL)
- Familiarity with testing standards including:
- MIL-STD-810, MIL-STD-883, and MIL-STD-461
Tools & Software
- Proficient in advanced MS Excel (costing models)
- Experience with ERP systems: BAAN / LN
- Working knowledge of MS Office Suite (PowerPoint, Word)
- Familiarity with Power BI (preferred)
- Basic understanding of AutoCAD / CAM tools (optional)
Qualifications
- Graduate degree in Engineering or Science
- MBA with specialization in Finance or Operations is preferred
Experience
- 10 to 15+ years of relevant experience in costing, quotation, or proposal management
- Preferred experience in the defense, aerospace, EMS, or high-reliability electronics sectors
