Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels offers a spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in its Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora, including public-private, government and civil society dialogues; and engages in UN inter-agency coordination in specific thematic areas.

BPPS’s Planet Hub, with the support of the Vertical Fund Programme Support, Oversight and Compliance Hub, work with governments, civil society, and private sector partners to integrate planetary concerns into national and sector planning and inclusive growth policies, support country obligations under Multilateral Environmental Agreements, and oversee the implementation of the UN’s largest portfolio of in-country programming nature, climate change, energy and waste. This multi-billion-dollar portfolio encompasses:

• Biodiversity and Ecosystem Services including forests;
• Sustainable Land Management and Desertification including food and commodity systems;
• Water and Ocean Governance including SIDS;
• Climate Change Mitigation and Adaptation;
• Sustainable Energy;
• Extractive Industries;
• Chemicals and Waste Management;
• Environmental Governance and Green/Circular Economy and SCP approaches.

This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South exchange and learning.

The Blue & Green Islands Integrated Programme (BGI IP) is a transformative and comprehensive initiative designed to address pressing environmental challenges faced by Small Island Developing States (SIDS). These Countries, due to their small size, remote locations, and reliance on limited resources, are highly vulnerable to climate change impacts and other shocks. The programme will leverage significant innovation emerging from SIDS to turn their most pressing challenges into opportunities for prosperity, enabling them to build forward better, greener and bluer.

The overall objective of the BGI IP’s Global Coordination Project (GCP) is to enhance collaboration, capacity and partnerships among 15 BGI IP country projects in valuing nature, scaling up of nature-based solutions in the food, tourism, and urban sectors, and securing public and private finance to facilitate nature-positive development and reduce ecosystem degradation in SIDS. This will be achieved by demonstrating the transformational potential of incorporating the value of nature into decision-making and using innovative nature-based solutions to achieve development and MEA goals and address SIDS challenges related to food security, climate change mitigation and adaptation, and reduction of hazardous chemical pollution.

A Global Programme Coordination Unit (GPCU) will be established by the GCP for the overall BGI IP. The GPCU will be responsible for the overarching management and coherence of the BGI-IP through workstreams including day-to-day programmatic coordination of the Policy and Practice Facility, Knowledge Management and Learning Cluster, and Nature Based Solutions Accelerator, capacity development, monitoring, evaluation and reporting, adaptive management, technical coherence and advice, compliance, knowledge management, cross-project collaboration and networking, and facilitation of joint learning, solutions sharing, and upscaling efforts. The GPCU will optimize strategic engagement with key multi-stakeholder bodies and platforms for policy coherence and change at global, regional, and national levels. This will be done through collective action and a clear agenda established in collaboration with the IP’s country and institutional partners, to assure a seat at the table on policy and related discussions relevant to SIDS and the IP context.

The GPCU will be responsible for programme level support to the Country Projects and for receiving and collating information on the state of the Programme for the PSC, and for organizing the annual meeting of the GCP and all the 15 Country Projects, as well as quarterly meetings of the BGI IP PSC, and for collating and disseminating all programme M&E results. Effective participation from key BGI IP countries will be ensured through Regional Nodes and Thematic Working Groups, where country project managers come together to exchange best practices and learning around themes such as evidence-based nature-based solutions, public and private sector engagement and finance, monitoring and evaluation, safeguards, gender, etc.

Scope of Work

Within the GPCU, the Global Implementation Programme Analyst – BGI-IP will play a crucial role in supporting the Global Programme Technical Lead (GPTL) and the Global Programme Technical Specialist (GPTS) in a range of project management duties, providing administrative planning and support, management of budget, and execution of transparent and efficient operational services and processes (including reporting, finance, recruitment, procurement, administration, travel, etc.). The Analyst will serve as focal point for the GCP on administrative and operational issues. In addition, the Analyst will support the delivery of the technical components of the project, including the due diligence processes for the GCP. The Global Implementation Programme Analyst – BGI-IP will report to the Global Programme Technical Lead.

Duties and Responsibilities

1. Support in delivery of technical components and project coordination;

• Assist the GPTL and GPTS in delivering the technical components of the project.
• Provide guidance to various clusters within the GCP, including the Policy and Practice workstream, Nature-based Solutions Accelerator, and the Knowledge Management and Learning workstream.
• Establish and oversee collaborative arrangements between the GCP and its partners, including Responsible Parties and UNDP units.
• Support the monitoring of project risks, ensuring that all technical components align with project goals and standards.
• Support the preparation and revision of multi-year, annual, and quarterly work plans as needed to ensure effective and timely project implementation.

1. Provide effective support to administrative and financial management

• Supports the GPTL/RTA/PTA in monitoring and facilitating compliance with UNDP and donor rules in managing financial resources.
• Keep records of project funds and expenditures, ensuring that all financial documentation is well maintained and available for audits and reviews.
• Review and ensure compliance of project expenditures with the Project Document and UNDP financial rules and procedures.
• Validate and certify FACE forms before submission to UNDP and provide necessary financial information for project management decisions.
• Review annual budgets and project expenditure reports and consolidate financial progress reports submitted by responsible parties, addressing any discrepancies or issues promptly.
• Maintain project documentation, including progress reports, consulting reports, meeting minutes, and other technical reports.
• Provide administrative and logistical assistance related to the GPCU.
• Organization of travel arrangements, including purchase of tickets, DSA calculations and payments using UNDP’s Corporate Systems.
• IC and short-term PSA administration: Assist with the drafting of job descriptions and screening of candidates with close collaboration with the requesting unit, preparing the contract and related purchase orders and making payments against submitted deliverables/timesheets.
• Prepare and conduct purchase processes, including purchase orders and monitoring of payments.
• Support to administration, coordination and logistical preparation of conferences, workshops, meetings.
• Process actions/transactions in Quantum as applicable and as required.
• Develop and maintain procurement and HR plans

1. Ensure efficient support to monitoring and reporting of programme

• Support and facilitate results-based project development and management throughout the different stages of project implementation.
• Provide regular information regarding project details, schedules, risks, deliverables and budgets to ensure implementation is on track.
• Provide support to the establishment and maintenance of the GCP M&E system, ensuring it meets UNDP and GEF requirements.
• Oversee the monitoring of GCP indicators and assist in the preparation and submission of progress reports to the BGI IP Advisory Board, the GCP Steering Committee, and the donor, ensuring they meet necessary standards.
• Facilitate mid-term and terminal evaluation of the project, including administrative support to the engagement of evaluators, development of management responses, and support project monitoring and learning missions.
• Monitor financial delivery progress against the approved workplan and support oversight of the work and deliverables of responsible parties and contractors.
• Support the monitoring of project risks.

1. Facilitate Stakeholder engagement and knowledge management

• Support the flow of technical assistance and support knowledge management and learning activities among the BGI IP child projects.
• Support participation in knowledge-sharing workshops and conferences to promote BGI IP results and impacts.
• Support the documentation and dissemination of lessons learned, best practices, and successful strategies for the child projects.
• Support stakeholder engagement, maintaining information/databases on potential and actual partners/donors, providing administrative information and support towards new agreements/funding proposals.
• The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

Advanced university degree (Masters’ degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related fields is required. Or

A first-level university degree (bachelor’s degree) in the areas stated above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience in programme/project management, financial resources management, budget management, and/or administrative support functions at the national or international level.

Required skills

• Demonstrated experience in similar large, complex projects, including budgeting, financial management, and reporting
• Experience working with donor agreements, partnership frameworks, vertical fund requirements, and compliance processes, including support to audits, spot checks, and verification exercises
• Experience managing operational aspects of on granting, civil society support mechanisms, income generation projects, and serving as operational or audit focal point in complex implementation settings, including coordination of audit recommendations closure
• Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems.

Desired skills in addition to the competencies covered in the Competencies section

• Experience related to nature portfolio nature portfolio is desirable.
• At least 2 years of work experience within the United Nations or similar international organizations is desired.
• Experience working with the Global Environment Facility (GEF) or similar international funding mechanisms is desired.
• Experience with ERP systems such as Quantum for the processing of financial and administrative action is desirable.
• Experience working with the UNDP’s Travel, Procurement and Financial Rules and Regulations is desirable.

Required Language(s)

• Fluency in English is required. Working knowledge of another UN language is considered an asset.
