The Office of Employee Relations (OER) provides leadership and support to other state agencies through the
coordination of variety of different programs and services including oversight of the Kentucky Employee
Mediation Program (KEMP), workers compensation, the return-to-work program, employee assistance, and employee
recognition.

OER is seeking a Benefits Specialist in the Worker’s Compensation Branch who will provide direct agency
support with completing First Report of Injuries and respond to inquiries from agency staff, employees, medical providers, and staff from the Third-Party Administrator.

Essential responsibilities may include, but are not limited to:
  • Communicate with agency representative or employee on inquiries regarding workers’ compensation process.
  • Provide requesting party pertinent sections of the workers’ compensation law as well as other procedural
    information.
  • Answer questions regarding the website as well as pertinent forms.
  • Receive, review, and process First Report of Injury forms and ensure all information is received for a
    complete report. Contact agency if additional information is needed.
  • Assist with processing Temporary Total Disability (TTD) checks.
  • Work with stakeholders to receive various required notifications and reports.
  • Provide required information related to wage statement requests and attorney requests.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:
Two years of experience in human resource administration, the administration of employee benefit programs or similar employee assistance programs, life or health insurance administration or sales, business administration, public administration, or related field OR one year of experience in administration of Kentucky Employee's Health Insurance Plan.

Substitute EDUCATION for EXPERIENCE:
Master's degree will substitute for the required experience on a year-for-year basis.

Substitute EXPERIENCE for EDUCATION:
Additional experience in the above areas will substitute for the required education on a year-for-year basis. Current certification as a Certified Employee Benefits Specialist, Professional HR, Senior Professional HR, or Global HR Certification will substitute for up to two years of the required experience.

Working Conditions

Work typically performed in an office setting. Occasional travel is required in conducting training programs for agency benefit coordinators.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
