About the Role

Great opportunity for a Benefits HRIS professional to lead a cross-functional team to deliver key agency programs.

The Benefits Operations and Systems Supervisor will lead a benefits administration team to successfully deploy critical benefits projects which are time sensitive and have high employee impact. Such projects include, however not limited to, leading open enrollment, coordinating all audit projects (internal and external auditors), new program implementations, and Benefits Operations improvement initiatives.

Work witha dynamicBenefits, HRIS, Payroll and technical team and other internal stakeholders, as well as Port Authority benefits providers/vendors.

Responsibilities

ProjectManagement

  • Build out calendar and project plan for all department critical deliverables.
  • Clearly communicate roles and responsibilities within the team to deliver on projects.
  • Develop and execute detailed projects for new initiatives, such as new health, dental and retirement processing.
  • Work with the team to develop system requirements and documentation for outsourced third party vendors for PeopleSoft and application development.
  • Oversee all aspectsbenefitsopen enrollmentprocess, including deployment of system enhancements and vendor notifications.
  • Leadspecialprojects,as needed.
  • Directthird-partyvendorstoensurecompliancewithplanprovisions,resolveservice issues and manage external partners' performance.
  • Audit,document,andcatalogdepartmentalbusinessprocessesand procedures.

Benefits Administration

  • Establish clear measures of success for projects.
  • Ability to run queries and develop tools and processes for frequent questions.
  • Provide clear requirements to external IT team on key projects and initiatives.
  • Oversee team responsible for day-to-day administration of PS events, troubleshooting file transmission issues, timely resolution of system related employee/retiree issues.
  • Work with external IT team to communicate and evaluate
  • Leadeffortsaroundbenefitsauditsconductedbyoutsideentities,i.e.,TitusMitchell, KPMG, and AON, Prudential and specific eligibility audits.
  • Support regulatory initiatives such as preparing PCORI fees.
  • LiaisonwithHRFinancetorespondtoinquiriespertainingtobenefitsbudget,planrates and monthly billing.

Team Development:

  • Strong commitment to developing and supporting the benefits administration team.
  • Assure the team has developmental opportunities to build their skill sets and advance knowledge of Peoplesoft and to optimize third party vendor capabilities.
  • Develop specific and measurable team goals.
  • Meet weekly with team members.
  • Provide stretch assignments and growth opportunities leading to improved and more efficient benefits administration processes.
  • Support the team to innovate and work across the HR organization to identify areas of improvement and problem solve.
  • Build teams PS and System acumen.
  • Strong interest in mentoring and developing a team.

Minimum Qualifications

  • Bachelor’s degree in human resources or a related field or equivalent experience.
  • 3-5 years diverse Benefits experience
  • Vendor management experience
  • Strong project management experience
  • Experience working with external vendors with a focus on operational excellence
  • Benefits systems knowledge/administration
  • Experience writing technical requirements

  • Proficient knowledge of Microsoft Office Suite skills with advanced skills in MS Excel
  • Ability to communicate effectively and develop positive working relationships with both internal and external partners and customers
  • Experience using PeopleSoft
  • Experience with self-insured and collective bargaining plans
  • Knowledge of relevant federal and state laws and regulations
  • Knowledge of filing and compliance requirements both adopted and pending affecting employee benefit programs (i.e. ERISA, COBRA, PPACA, IRS regulations, Department of Labor, Affordable Care Act)
  • CEBS certification
  • PMP certification

The Port Authority of New York and New Jersey anticipates that the actual salary offered to asuccessful candidate will depend on aspects such as experience, knowledge, skills, abilities,and internal factors. The expected compensation range for this role is:​

Minimum: $100,256 Midpoint: $130,318 Maximum: $160,394

In accordance with Port Authority policy, this position permits employees to work remotely amaximum of one day per week. In person collaboration is essential to how the Port Authorityconducts business, and regular in-office days or team collaboration days may be required onbusiness needs
