Benefits Functional Analyst-(260000E1)
The Benefits Functional Analyst supports the administration, configuration, and continuous improvement of the school district's employee benefits programs and HRIS/benefits systems. This role serves as a bridge between Human Resources, Payroll, IT, and third-party vendors to ensure accurate benefits data, compliance with regulations, and a smooth employee experience. Essential Duties and Responsibilities
Benefits Systems & Data Management
- Serve as the functional lead for benefits implementation administration systems and HRIS modules related to health, welfare, retirement, and leave benefits
- Configure system rules, eligibility files, plan rates, and deduction codes
- Maintain data integrity through audits, reconciliations, and reporting
- Coordinate system testing for open enrollment, life events, and plan changes
Vendor & File Management- Manage carrier eligibility files and payroll deduction feeds
- Reconcile billing statements with enrollment and payroll data
- Work with vendors to resolve data discrepancies and system issues
- Support the implementation of new benefit plans or vendor transitions
Compliance & Reporting- Support ACA reporting (1095-C preparation and data validation)
- Assist with compliance related to COBRA, HIPAA, Section 125, and state/federal regulations
- Prepare internal and external benefits reports and data analyses
- Maintain documentation of system processes and compliance procedures
Open Enrollment & Employee Support- Support annual open enrollment system setup, testing, and communication coordination
- Troubleshoot employee enrollment issues and complex benefits questions
- Provide data and system support for benefits communication and decision tools
Cross-Functional Collaboration- Partner with Payroll to ensure accurate benefit deductions and adjustments
- Work with IT on system upgrades, integrations, and troubleshooting
- Participate in HR and finance projects involving workforce data and benefits costs

- Minimum of 5 years of experience in benefits administration, HRIS, or functional systems analysis (e.g. PeopleSoft/Oracle HCM, Workday, SAP, ADP or similar)
- Minimum of 1 year of experience in public sector, K-12, or government environment preferred
- Mastery level knowledge of benefits products, services, market dynamics, carriers/TPAs/vendors
- Working knowledge of ACA, COBRA, HIPAA, and Section 125 regulations
- Experience in HRIS and benefits administration platforms (e.g., PeopleSoft, Workday, Munis, Frontline, or similar)
- Advanced Excel and data analysis skills (e.g. SQL, Power BI, Tableau, or similar)
- Strong problem-solving and analytical abilities
- Ability to translate technical system issues into clear, user-friendly explanations
- Detail-oriented with strong organizational skills
- Excellent communication and customer service mindset
- Ability to manage multiple deadlines, especially during open enrollment
- Collaborative and able to work across departments
- Ability to lead and execute projects effectively

The employee is regularly required to use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; and talk or hear. Work involves everyday risks and discomforts which require normal safety precautions when operating equipment or performing job duties. May work prolonged or irregular hours and must be able to maintain emotional control under stress.
Additional Information- Work is performed in an office setting, at a workstation, and/or at various locations throughout the District. The position requires walking, standing, bending, and lifting/carrying work-related items weighing under 30 pounds, such as papers, books, and office supplies. While performing the duties of this position, the employee is required to perform data entry and other computer functions for extended periods. Work involves everyday risks or discomforts which require normal safety precautions when operating equipment, conducting an investigation, and/or performing job duties. Employee may be required to travel to various locations throughout the District if needed.
