GENERAL DESCRIPTION:
We are seeking a Program Manager to provide operational oversight for the Child Support Program (CSP). This position will work closely with the Child Support Administrator, CSP State Office team, and with field office staff to ensure the program is meeting Federal, State, and Department goals. This position will provide direct supervision of three (3) CSP State Office employees.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Program management and administration.
- Develop policy, state plans, rules, and regulations based on federal and state laws through research analysis, design, implementation, and evaluation of current and proposed programs.
- Review and interpret federal and state regulations, federal rules, legislative intent, agency mission and goals, and gubernatorial and administrative requirements, and apply these to contractors and field office staff.
- Write and interpret policy and planning recommendations and ensure program compliance to avoid federal monetary penalties.
- Responsible for the oversight of numerous CSP contracts.
- Coordinate and maintain policy manuals.
- Determine program goals and objectives, and chair committees/workgroups established to support the program.
- Coordinate with agency personnel, contractors, and regional partners to identify and assess policy issues.
- Provide input into strategic development, including coordinating and evaluating, and interpreting policy and planning recommendations; identify trends and changes.
- Ensure federal and state requirements are met by developing and analyzing monthly and yearly reports.
- Coordinate and provide information for computer programmers to ensure updates are continuously applied correctly.
- Respond to questions regarding policy and procedure.
- Assess compliance with federal and state regulations.
- Complete required federal, state, and agency reporting requirements.
- Train and/or educate CSP employees, contractors, and customers.
- Identify and implement best practices in the field.
- Responsible for budget/resource planning and analysis. Assures development of services and that service delivery aligns with customer needs.
- Develop and implement quality assurance and quality improvement activities.
- Provide assistance to customers and families; ensure coordination of services between the CSP state office, field offices, and community partners/contractors to meet customer needs.
- Provide direct supervision, coaching, and professional development for CSP state office staff, fostering a collaborative and high-performing team environment.
Examples of duties
PREFERENCES:
Preference will be given to those with a Bachelor's Degree, a proven background in public administration or human services, specifically within child support or public assistance programs with leadership, strategic planning, organizational change management skills, and the ability to exercise independent judgment on high-impact, statewide issues.
KNOWLEDGE:
- Knowledge of Child Support Program or other eligibility programs.
- Project, grants, and contract management skills.
- Knowledge of legal requirements and procedures relating to rule promulgation.
- Skill in interpersonal skills relations, work management, and leadership, decision-making, oral and written communication, public speaking, and evaluations.
- Skill in investigating, researching, interpreting, and applying rules and regulations.
- Skill in organizational and time management.
- Ability to adapt to and calmly manage frequent change.
- Knowledge of computer delivery systems and other computer applications necessary for the job.
- Skill in supervising and training staff on program requirements.
- Knowledge of basic employee training procedures, practices, and methods.
- Knowledge of federal and state laws, including the legislative process.
- Knowledge of governmental strategic planning, budgeting practices, and financial transactions.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Management)
Experience:
1-2 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Benefits and Eligibility Program Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Benefits and Eligibility) with acquired knowledge at the level of a Benefits and Eligibility Program Analyst
