About Pueblo Regional Center (PRC)
Pueblo Regional Center (PRC) units provide comprehensive psychiatric and psycho-social evaluation and treatment by a multi-disciplinary treatment team. This includes: 24 hour nursing care and assessment; psychiatric intervention and evaluation; behavioral services; psycho-social services; occupational therapy, educational and vocational rehabilitation services and recreational therapy. Patients are admitted throughout the state from correctional, court, mental health, and other community facilities and long and short term treatment under court authority, as well as transfers from within PRC and other units.

Examples of duties

Hybrid - Four days in person and one day remote with possibility of in office if needed.


About the Position:
Direct, coordinate, facilitate, monitor and improve the daily operations of the multi-disciplinary behavioral team providing therapeutic care to a designated patient population.

This position is:

  • Responsible for developing team procedures in accordance with overall agency policy and regulation.
  • Assure implementation of procedures by team members.
  • Assure that clients receive treatment in accordance with team procedures and agency policies.
  • Position often works in security settings where policies and procedures must be followed to ensure the safety of themselves and others.
  • Responsible for quality improvement/management and the administrative and clinical implementation of treatment programs.
  • Participates in global strategic planning.
  • Collaborates, negotiates, and cooperates with a multi-disciplinary team (includes social workers, recreational and physical therapists, administrative assistants and nursing) to facilitate the highest quality treatment program for patient recovery and rehabilitation.
  • Functions as a steward of public health dollars to ensure expenditures in an effective and efficient manner.
  • Supervisory responsibility to include documentation to support recommended corrective and disciplinary actions; signing performance plans and appraisals and resolving informal grievances. Position starts the hiring process, interviews applicants and hires, promotes or transfers. Includes accountability for, including signature authority, for actions and decisions that directly impact pay, status, and tenure of five or more full-time equivalent positions.

Primary Job Duties

Investigates Compliance of Agencies & Facilities and Provides Technical Assistance and Supervision

  • Directs and governs regulatory compliance operations across the behavioral services unit to ensure absolute alignment with ICF, HCBS, and state regulatory standards.
  • Leads systematic internal reviews, audits, and clinical investigations regarding behavioral service delivery, identifying organizational gaps and formulating targeted corrective action plans to protect patient safety.
  • Provides high-level technical assistance, expert clinical guidance, and consultation to multi-disciplinary teams and internal departments to improve treatment program implementation and resolve systemic issues.
  • Exercises full supervisory authority over four full-time equivalent (FTE) professional positions, holding direct accountability and signature authority for the end-to-end personnel lifecycle, including hiring, promotions, transfers, performance appraisals, and resolving informal grievances.
  • Executes necessary performance management protocols, including generating documentation to implement corrective actions and executing disciplinary measures up to and including formal termination.
  • Optimizes staff resources and monitors unit productivity through direct clinical observation, ensuring behavioral staff operate efficiently and adhere strictly to facility security protocols.
  • Drives cross-functional alignment and systemic communication by co-facilitating interdepartmental and PRC leadership meetings, utilizing mediation and professional role-modeling to resolve personnel conflicts and foster a culture of continuous quality improvement.

Clinical Program Development and Management.

  • Establishes, architects, and manages systemic clinical frameworks and patient-centered treatment programs, ensuring absolute alignment with ICF/ID, HCBS, CDHS, and Pueblo Regional Center standards of care.
  • Holds ultimate clinical governance and decision-making authority for the multi-disciplinary team, systematically reviewing, modifying, and approving all non-medical clinical interventions and behavioral plans.
  • Applies advanced principles of Applied Behavior Analysis (ABA), Positive Behavioral Interventions and Supports (PBIS), Traditional Therapeutic Interventions (Ex. Cognitive Behavioral Therapy) and trauma-informed care to navigate acute clinical emergencies—such as severe patient aggression, acute psychiatric crises, or profound self-injurious behavior—where standard facility protocols are inadequate, requiring the immediate fabrication of custom crisis-stabilization plans.
  • Formulates and implements department-wide clinical policies and procedures, translating broad organizational goals into tactical, site-specific operational guidelines.
  • Drives quality assurance and regulatory remediation by continuously monitoring behavioral department audits, tracking deficiencies, and independently enforcing comprehensive plans of correction.
  • Evaluates chronic, multi-layered treatment failures by analyzing historical data, clinical precedents, and psychological models to diagnose the root cause of patient regression and systematically design novel, individualized behavioral intervention strategies.


Fiscal Management

  • Governs the comprehensive operational budget of the Behavioral Services Department, strategically forecasting long-term expenditure trends and resource demands to maximize clinical efficacy and staff development while maintaining absolute compliance with State of Colorado fiscal rules.
  • Establishes spending priorities and fiscal governance protocols, continuously analyzing structural budget variances and systemic resource limitations to strategically redirect funding toward critical clinical needs.
  • Enforces strict internal controls by auditing and approving all unit procurement requests prior to purchase, evaluating every request for both fiscal propriety and environment-of-care safety compliance.
  • Serves as the primary authority for credit card (PCARD) program compliance within the unit, establishing mandatory operational workflows to guarantee full adherence to state procurement rules and financial regulations.
  • Oversees the procurement workflows managed by administrative staff, designing and maintaining redundant, rapid-response supply chains to efficiently handle emergent clinical purchasing needs without disrupting operations.
  • Executes formal authority as the designated Approving Official (AO), conducting monthly forensic reviews of all financial documentation, reconciliation records, and receipts to ensure zero-defect audit readiness.
  • Manages the unit's response to formal financial and operational audits, directing the timely aggregation of data and formulating remediation strategies to resolve any noted variances ahead of statutory deadlines.
  • Collaborates with the Facility Director to strategically align discretionary funding models, such as monetary incentive and reward systems, with broader organizational retention and performance goals.


Emergency On Call Duties as Administrative Representative & other duties as assigned.

  • Functions as the designated Agency Duty Officer on a rotating weekly schedule, providing 24/7 administrative oversight and rapid-response command for critical operational and clinical emergency calls.
  • Directs live crisis interventions and real-time risk assessments, generating comprehensive clinical documentation and deploying immediate support frameworks to de-escalate severe behavioral or operational conflicts.

Qualifications

Special Qualifications :

Must possess and maintain a valid license as a Licensed Psychologist (LP), Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or hold a Board Certified Behavior Analyst (BCBA) certification (or an equivalent valid license or certification). This is required to meet the federal and state compliance standards outlined in the Provider Qualifications for Application for a §1915(c) Home and Community-Based Services Waiver (pages 92-93).

Experience Only:

Eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.

Preferred Qualifications:

  • Relevant years of state service experience.
  • Two (2) years of directly supervised experience developing and implementing behavioral support plans utilizing established approaches, including Behavioral Analysis or Positive Behavioral Supports that are consistent with best practice and research on effectiveness for individuals with developmental disabilities.

  • Travel. Staff will provide services to the individuals we serve by traveling to group homes. If a state vehicle is not available, the position must drive own vehicle for transport, and may submit for mileage reimbursement.
  • Requires Influenza and other vaccines as required by state and facility; must be 18 years or older. TB test is required. Complete physical intervention training provided by the Regional Centers on Safety Care.
