Under general supervision, the Beach Monitoring Program Coordinator oversees the statewide Coastal Recreational Waters (Beach) Monitoring Program to protect public health and ensure compliance with State regulations and applicable U.S. Environmental Protection Agency (EPA) requirements under the Clean Water Act (CWA).
Serving as the central point of coordination for the statewide Beach Monitoring Program, the Coordinator works closely with SCDES regional offices and Federal, State, and Local partners to support consistent implementation of monitoring requirements and maintain an effective coastal recreational waters advisory and notification network. This role oversees the statewide process for evaluating monitoring results and notifying the public when contamination of coastal recreational waters is detected. The Coordinator also supports ongoing program development and improvement, provides technical guidance, maintains the program’s Quality Assurance Project Plan (QAPP) and related documentation, and assists with special studies and routine field monitoring conducted by the Aquatic Science Division.
Job Responsibilities:
- Oversee the statewide Coastal Recreational Waters (Beach) Monitoring Program, including coordination with SCDES regional offices, management and evaluation of monitoring data, required State and federal reporting and data submissions, and maintenance of the program QAPP, and related quality assurance documentation.
- Lead the implementation of a statewide policy for public notification when contamination of coastal recreational waters is detected, including evaluation of monitoring results, issuance and management of advisories, and coordination with Federal, State, and Local partners to maintain and improve the notification network.
- Assist the Section and Division with special studies and routine field monitoring as needed.
- Participate in relevant conferences, workshops, and other continuing education opportunities as determined by the Division Director and Section Manager.
- Other duties as assigned by Section and Division management.

Examples of duties
- A bachelor’s degree in the natural or physical sciences or related technical field; OR
- An associate degree in the natural or physical sciences or related technical field and two (2) years of environmental health or related experience; OR
- A high school diploma and four (4) years of environmental health or related experience.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
- Strong organizational and coordination skills, including the ability to manage multiple priorities, meet deadlines, and work effectively with district offices, program staff, and partner agencies.
- Ability to work independently with minimal supervision and exercise sound judgment in carrying out program responsibilities.
- Excellent written and verbal communication skills, including the ability to prepare clear technical reports, documentation, and presentations for a variety of audiences.
- A valid driver’s license is required. This position involves routine in-state travel, with occasional out-of-state and overnight travel. A State vehicle may be required for travel to monitoring locations and meetings. Operating a State vehicle requires a 10-year driving record that complies with State and Agency Fleet guidelines.
- Field work is a regular component of this role and may involve working outdoors in varying environmental conditions, including inclement weather, uneven terrain, and exposure to heat, cold, and insects or wildlife.
- Must be able to safely perform field activities, including walking over rough terrain and carrying equipment.
Qualifications
- Experience participating in surface water field sampling and monitoring activities.
- Experience with environmental data systems and analysis tools (e.g., SQL, R, ArcGIS, or similar platforms), monitoring program tracking systems, and field logistics such as operating boats and towing trailers.
Supplemental information
- Employee must be able to work overtime if requested.
- This role operates under limited supervision with periodic reviews of work. The employee must be able to perform daily tasks independently, exercising sound discretion, and request supervisory guidance as needed.
