MANTECH seeks a motivated, career and customer-oriented Baseline Availability Work Package (BAWP) Manager to join our team in Portsmouth, VA This is an Onsite position.

The Surface Maintenance Engineering, Planning, Program (SURFMEPP) maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA.

Responsibilities include but are not limited to:

  • Develop, review, and manage Baseline Availability Work Packages for Navy ship maintenance and modernization availabilities

  • Collaborate with engineering, planning, logistics, and project teams to compile work package elements in alignment with contract specifications and government standards

  • Track and manage updates to technical requirements and integrate them into master work schedules

  • Ensure technical accuracy and compliance with maintenance standards, coordinating with Naval Supervisors of Shipbuilding (SUPSHIP), Regional Maintenance Centers (RMC), and shipyard personnel

  • Prepare documentation and participate in project briefings and reviews to communicate BAWP status and updates to stakeholders

  • Support integrated project teams in the validation and verification of work items, schedules, and scope alignment with availability objectives

  • Facilitate corrective actions and modifications based on engineering change proposals or project realignments

Minimum Qualifications:

  • 4+ years of experience in Navy ship maintenance or modernization, including work package development and management

  • Experience with planning, budgeting, execution of off-ship repair, maintenance, and modernization of Surface Navy Ships

  • Experience working with government and shipyard stakeholders

  • Experience working in Microsoft Office applications and project tracking tools

Preferred Qualifications:

  • 6+ years of direct experience in Navy ship availability planning

  • Familiarity with Configuration Data Management and logistics systems supporting naval maintenance

  • Understanding of Navy Maintenance through Ship Yard experiences such as being on a hull during a Depot Level (CNO Avail) and OFRP

  • US Navy surface ship depot level maintenance planning process and associated organizations

  • Experience with Navy Maintenance databases a plus, especially: Maintenance Figure of Merit (MFOM) applications Navy Maintenance Database (NMD) and Validate, Screen and Broker (VSB)

Clearance Requirements:

  • An active U.S. Government Secret Security clearance is required

Physical Requirements:

  • Must be able to remain in a stationary position 50%.

  • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.

  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.



The projected compensation range for this position is $62,400.00-$103,700.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
