The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. This position reports to the SE&R Senior Manager and works closely with the Regional Maintenance SE&R Field Services Supervisor to support the Department of Adult Correction’s Building Automation Systems (BAS) portfolio across more than 54 institutions and facilities. The Building Automation Systems Program Manager is responsible for guiding the design, programming, construction, retro‑commissioning, and troubleshooting of BAS infrastructure. The successful candidate will oversee BAS standards from initial design through construction closeout, maintain a statewide database of system performance and operational skill requirements, and collaborate with design, construction, and maintenance teams to resolve complex HVAC and BAS challenges. Additional responsibilities include evaluating BAS replacement priorities, developing cost estimates, reviewing design documents, and partnering with SE&R Field Services to assess, diagnose, and repair BAS systems across the state.
Job Duties
Work Location and Schedule This position has a duty station of 2020 Yonkers Road, Raleigh, NC. This is a full-time position (40 hours per week) with State Benefits. The normal work schedule is Monday – Friday, 8:00am – 5:00pm and will require some weekend work and overnight travel to meet the demands of the organization.

Demonstrated experience in BAS systems equivalent to Niagara, Workbench, EC-net, GFX, WebCTRL, Eikon, Viewbuilder, Sitebuilder, and/or equivalent systems
· Demonstrated experience in the management of Building Automation Systems (BAS), to include but not limited to graphics development, programming, sequence of operations development, specification development,
commissioning, and training.
· Demonstrated experience in working with BAS integrators to meet the design and graphics standards set forth
within the plans and specifications.
· Demonstrated experience in the development and delivery of BAS training to maintenance and other facility
operational staff.
· Demonstrated experience evaluating HVAC system integration with BAS systems and understanding how systems operate for maximum comfort levels.

The Support Services Division oversees the operations and infrastructure that sustain facilities within the Department of Adult Correction. Responsibilities include facility maintenance, fleet and warehouse management, food services, construction and renovation projects, and energy efficiency. This division plays a vital role in supporting daily operations and long-term planning.
Division of Engineering, Construction, and Maintenance (DECM) operates as the NCDAC Capital Project Coordinator (CPC) and is tasked with coordinating all capital improvement and renovation and repair projects with the State Construction Office (SCO) and serves as the DAC representative on all matters involving the State Property Office and State Building Commission. Our unified purpose is to provide architectural and engineering support, sustainability, efficiency, and resiliency planning, construction, and maintenance services to ensure all statewide Institutions and Facilities remain in compliance with building codes, regulations, and legislative mandates, while also promoting the agency’s rehabilitation and reentry goals through offender job training within the construction and maintenance trades, while assisting institutions directly and indirectly with the installation and maintenance of kitchen, plumbing, mechanical, electrical, and electronics equipment.
