The Banking Supervisor within the Business Operations division provides leadership to the banking staff and provides a high level of service to ensure that all the processes and services in the banking section are running smoothly. The position includes the handling of cash and various payment transactions, the monitoring of inventory, and the reporting and documenting of technical issues. This position must have an expert knowledge of banking operations and perform with a high degree of technical and administrative freedom to plan, develop, and organize all phases of the work necessary for completion within broad program guidelines. The Banking Supervisor will also perform supervisory functions including assigning and reviewing work, employee performance reviews, making recommendations on disciplinary actions, providing employee training and development, and approving time off.

DUTIES AND RESPONSIBILITIES

  • Supervise and coordinate the activities of cashier and analysts to ensure efficiency and accuracy in daily operations.
  • Train, mentor, and evaluate cashiers and analysts by providing guidance and performance feedback.
  • Ensures the highest degree of banking services; assists taxpayers with payment or other banking related issues
  • Ensures daily reconciliation of banking records match cash and payment transactions of the day; assists the banking staff in conducting timely research
  • Ensure that bank records and taxpayer accounts are properly handled and maintained in OneLink
  • Oversee credit card reconciliations, process chargebacks, handle disputes, and suspended payment applications
  • Collaborate with the State Treasurer’s office, credit card vendor, and the State’s bank to ensure all payment and reversal files are received; escalate issues to the IT team or other staff to resolve issues to meet daily deadlines
  • Provides taxpayers with the correct wire or addenda information for making electronic payments to the Tax Commission
  • Assists taxpayers and other division personnel via phone, email, and/or web notices
  • Assesses and maintains internal control procedures
  • Respond to internal and external audit requests
  • Maintains banking procedures and communicates changes to the banking staff
  • Oversees processing documentation for process changes in agency systems; meets and discusses possible system changes; tests scenarios for system changes; prepares and updates procedures for banking section
  • Processes contracts and specifications for various inventory types
  • Implement process improvements to enhance accuracy and efficiency in banking and cashier operations
  • Performs all other related duties and/or projects assigned to meet the needs of the agency

COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of

  • General accounting principles and workings of the banking systems
  • Modern office methods and procedures, including computer technology related to accounting systems

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in accounting, finance, business management, public administration or closely related field
  • Plus, three (3) years of professional experience in auditing, accounting or banking services.
  • One (1) year of supervisory experience

PREFERRED QUALIFICATIONS

  • Five (5) or more years of professional experience in auditing, accounting, or closely related field
  • Strong banking background
  • Two (2) or more years of supervisory experience

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

The primary work location will be on-site at the Oklahoma Tax Commission. Occasionally, telework may be requested based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work on-site with occasional telework at an off-site location, generally in the applicant’s home. To work remotely, an applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
