Project: Digital Shared Services

Project Overview

Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the use of information and communication technology. The focus is to provide efficient, effective information management and communication technology processes across Manitoba's provincial health sector.

Position Title

Senior Business Analyst

Work Location

Services will be performed in person in Winnipeg, Manitoba, with remote access permitted within Manitoba only. Services must not be performed remotely from outside Manitoba.

The successful resource:

  • Will not have custody or control of Personal Health Information (PHI)
  • Will not perform the services of an Information Manager as defined under The Personal Health Information Act (PHIA) of Manitoba

The Senior Business Analyst will support Digital Shared Services initiatives by leading business analysis, stakeholder engagement, process transformation, and organizational change activities within complex healthcare technology environments.

The successful candidate will possess extensive experience in large-scale digital transformation projects and will work collaboratively with operational stakeholders, technical teams, frontline healthcare staff, and executive leadership to identify business needs, define future-state processes, and support successful implementation outcomes.

Key Responsibilities

  • Lead business analysis activities for large-scale digital health and technology transformation initiatives
  • Conduct current-state assessments, gap analyses, and future-state process design
  • Gather, document, and validate business, functional, and operational requirements
  • Facilitate workshops, interviews, and stakeholder engagement sessions
  • Develop business process maps, workflows, use cases, and requirements documentation
  • Support organizational change management initiatives and readiness activities
  • Collaborate with project managers, technical teams, and operational leaders to support project delivery
  • Assist in policy and procedural documentation development
  • Support system implementation, upgrade, and transformation initiatives
  • Identify risks, issues, dependencies, and opportunities for process improvement
  • Develop reports, presentations, and executive briefing materials
  • Support agile and hybrid project delivery methodologies
  • Participate in governance, planning, and project status reporting activities

Mandatory Qualifications

Education & Certifications

The successful candidate must possess the following:

  • Degree in Communications
  • Prosci Change Management Certification
  • PRINCE2 Foundation Certification
  • ITIL 4 Certification

Proof of all mandatory qualifications must be provided.

Preferred Qualifications

The following certifications are considered assets:

  • Scrum Fundamentals Certification
  • SAFe 6 Agilist Certification

Required Skills & Experience

Technology Implementation & Business Transformation

  • Minimum 15 years of experience supporting or leading large-scale technology implementation, business transformation, and system upgrade projects
  • Demonstrated experience working within complex enterprise or healthcare environments

Policy Development

  • Minimum 3 years of experience in policy development within public or private sector organizations
  • Experience creating governance documents, operational procedures, and policy frameworks

Business Process Analysis & Design

  • Minimum 8 years of experience designing and documenting business processes
  • Extensive experience conducting current-state analysis, workflow mapping, gap analysis, and future-state recommendations

Stakeholder Engagement

  • Minimum 8 years of experience managing stakeholder engagement activities
  • Proven ability to collaborate with frontline staff, operational leaders, subject matter experts, and executive stakeholders

Change Management

  • Minimum 5 years of experience supporting or leading change management activities within complex projects
  • Experience with readiness assessments, stakeholder impact analysis, change strategy development, leadership coaching, and resistance management

Desired Competencies

  • Strong analytical and problem-solving skills
  • Excellent communication, facilitation, and documentation abilities
  • Strong organizational and stakeholder management skills
  • Ability to work independently and collaboratively within multidisciplinary teams
  • Knowledge of healthcare operations and digital health environments is considered an asset
  • Experience with Agile, Scrum, and SAFe delivery frameworks is considered an asset
  • Strong attention to detail and ability to manage multiple priorities in complex environments

The Business Analyst will contribute to the successful delivery of Digital Shared Services initiatives by producing:

  • Business requirements documentation
  • Current-state and future-state process maps
  • Gap analyses and business cases
  • Stakeholder engagement materials
  • Change impact assessments
  • Policy and procedural documentation
  • Workshop facilitation outputs
  • Project reporting and status updates
  • Process improvement recommendations

Reporting Structure

The Senior Business Analyst will work closely with Digital Health leadership, project managers, technical teams, operational stakeholders, and executive sponsors across the provincial healthcare sector.
