Job Description

Koniag Technology Solutions, a Koniag Government Services company, is seeking an experienced AWS Business Analyst to support cloud service operations, billing analysis, and business process improvement for our government customers. The ideal candidate is a detail-oriented professional with strong analytical and communication skills, capable of bridging the gap between technical cloud environments and business objectives. The ability to obtain or maintain an active Secret clearance is required to support our government customer.

The AWS Business Analyst will play a key role in supporting cloud service operations by managing billing and invoicing activities, tracking contract funding, supporting acquisition efforts, and working closely with both internal teams and federal clients to define requirements, improve business processes, and ensure alignment between AWS cloud service capabilities and customer business objectives. Principal responsibilities will include but are not limited to:

• Collect Cloud Service Provider (CSP) invoice documents and detailed billing reports, ensuring accuracy and completeness.
• Prepare monthly CSP usage reports for program offices and stakeholders, leveraging AWS Cost Explorer and AWS Cost and Usage Reports (CUR).
• Track contract funding balances and billing periods of performance to ensure compliance and financial accountability.
• Price customer requests using AWS pricing calculators and other available tools and resources as needed.
• Participate in CSP and other acquisition proposal response content development as needed.
• Manage Program Office Memorandum of Agreement (MOA) documentation, including creation, tracking, and updates.
• Help build and improve business processes, workflow efficiencies, data collection methods, and metrics necessary for measuring business performance.
• Interface with clients to define user requirements and discuss issues, questions, and project status on an ongoing basis.
• Understand AWS cloud system capabilities and how those capabilities can meet the client's business objectives.
• Assess program initiatives and requirements to assist in the preparation of annual budget estimates.
• Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements, delivering artifacts such as business requirements documents, process flows, and use cases as needed.
• Perform other incidental and related duties as required and assigned.

Required Education and Experience:

• Bachelor's degree in Computer Science, Business Administration, Information Technology, or a related field from an accredited college or university.
• At least five (5) years of experience in a related Information Technology field.
• At least three (3) years of experience writing technical documents.
• At least three (3) years of experience in a client-facing role; federal clients preferred.
• Active Secret clearance or higher.

Required Skills and Competencies:

• Exceptional communication skills in English – both written and oral – and the ability to communicate effectively with both technical and non-technical stakeholders.
• Ability to understand basic contract terms and conditions related to contracting for cloud services, including AWS-specific agreements and AWS GovCloud considerations.
• Strong proficiency with Amazon Web Services (AWS) core services, pricing models, and billing structures.
• Demonstrated ability to collect, analyze, and present cloud billing and usage data in a clear and actionable manner, utilizing AWS native tools such as AWS Cost Explorer, AWS Budgets, and Cost and Usage Reports (CUR).
• Ability to define problems, collect data, establish facts, draw valid conclusions, and recommend solutions.
• Able to take initiative, manage own workload, and assume responsibility for tasks with minimal supervision.
• Able to multi-task, handle multiple concurrent projects, and meet internal and client-driven deadlines.
• Experience preparing and managing business and technical documentation, including MOAs, requirements documents, and process flows.
• Ability to work collaboratively in a team environment while also operating independently as needed.
• Familiarity with cloud acquisition processes and federal contracting environments.
• AWS Certified Cloud Practitioner (CLF-C01) or related AWS certification.

Desired Skills and Competencies:

• Familiarity with the State Department and the Managing State Projects (MSP) project cycle.
• Familiarity with the Software Development Life Cycle (SDLC).
• Experience with business process improvement or business process re-engineering.
• Previous experience working directly with Federal Government clients.
• Experience working with other major Cloud Service Providers (CSPs) such as Microsoft Azure or Google Cloud.
• Familiarity with AWS GovCloud and FedRAMP compliance requirements.
• PMP Certification.
