Job Description

The AVP Proposal Strategy is dedicated to maximizing Molina’s likelihood of winning Medicaid RFPs. The AVP must have the executive presence and communication skills required to build trust across stakeholders to package Molina’s winning Proposal for state partners and synthesize proposal strategy and key solutions and strategies which align with anticipated RFPs. Reporting to the VP, Proposal Development, the AVP Proposal Strategy will serve as a key leader on individual proposal responses, working closely with the Proposal Director and writing leads to support the development of drafts tying Molina’s proposal strategy to the writing.

Job Duties

  • Lead cross-functional Proposal Strategy engagements in partnership with Market Development leads, Growth team leaders, health plan(s), and shared services, etc., to establish the Proposal Strategy.
  • Develop relationships horizontally across the organization to synthesize, assess, and translate state needs/goals and RFP requirements into an actionable Proposal Strategy, including alignment of solutions required to win.
  • Design, lead and execute Proposal Strategy which is responsive to RFP requirements and demonstrates Molina’s differentiators.
  • Responsible for the planning, coordination, development and facilitation of simultaneous Proposal Strategy opportunities, driving detailed action plans to track and coordinate necessary activities and deliverables.
  • Create key deliverables such as workflows and narratives that articulate Proposal Strategy, prepare our response for the upcoming RFP, and align with the overarching Proposal Strategy.
  • Coordinate complex strategies with cross functional expertise, seeking solutions and/or inputs across the organization to address identified needs and create compelling, customized local solutions in alignment with RFP questions and Proposal Strategy.
  • During active opportunities, support the development of critical content aligned with Proposal Strategy which contributes to successful proposal responses, including reading and engaging in responses and serving as a color team and executive reviewer.
  • Champion continuous improvement and consult with creativity.
  • Responsible for Proposal Strategy process documentation, deliverables, tracking tools.
  • Support training needs, process documentation, deliverables, and tracking tools to support proposal strategy development and delivery.
  • Support Proposal Management team key deliverables, including implementation and ongoing utilization of Content Management Solution.
  • Drive coordination of post Proposal submission activities, including artifact development and coordination
  • Drive documentation and implementation of the Proposal Governance process and documentation.
  • Provide coaching, development, and growth opportunities to team members to strengthen the bench across the organization
  • Up to 50% Travel required

Job Qualifications

REQUIRED QUALIFICATIONS:

  • Graduate Degree or equivalent combination of education and experience
  • 8+ years of Medicaid managed care experience or in an equivalent related field
  • Ability to influence and form strong partnerships and excellence in managing multiple complex priorities simultaneously
  • Experience with Medicaid Proposals and requires demonstrated Medicaid managed care experience in proposals and/or capture management

PREFERRED QUALIFICATIONS:

  • 10+ years of Medicaid managed care experience or in an equivalent related field
