This position can be based in Washington DC; Philadelphia, PA; or New York, NY.
This position leads the delivery of a $12b program of capital bridge projects, focusing on design and construction of bridge rehabilitation and/or replacement projects as part of Amtrak’s New Era of Rail (Amtrak's New Era of Rail). These programs include large-scale and long-lived, complex, and cross-departmental infrastructure, with significant impact to the Northeast Corridor (NEC). Cornerstone projects include bridges in Maryland - Susquehanna River Bridge, Gunpowder River Bridge, Bush River Bridge; New Jersey – Sawtooth Bridges, Portal North Bridge, and Dock Bridge; New York – Pelham Bay Bridge and Livingston Avenue Bridge; and Connecticut – Connecticut River Bridge.
This position will develop and direct project execution teams to ensure projects are delivering high quality assets safely and effectively, as well as ensuring the Program stays within the approved scope, schedule, and budget, and ensuring adequate and timely support is obtained from other functions. The AVP is responsible for project management, support of contracting processes, design management, construction and commissioning of infrastructure assets within their assigned portfolio. This position will also conduct outreach, coordination and collaboration with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary.
Essential Functions:
• Execute $5-$12 billion large-scale program.
• Responsible for development and assignment of people and resources to project teams to ensure projects execute as planned – safely, delivering high quality assets, on time and on budget.
• Responsible for all aspects of delivering projects once they are approved and funded, generally from 10% design through commissioning.
• Support early project development work by other departments to enable successful project approval and funding for the projects not funded in the next five years.
• Coordination and collaboration with the Federal Railroad Administration, state partners, Congress and other stakeholders, as necessary to support effective project delivery.

Minimum Qualifications:
• Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

• 15 years of relevant experience preferred
Minimum Knowledge, Skills and Abilities:
• Expert level experience in major construction project management, engineering and/or construction for heavy civil projects (bridges, tunnels, track, etc.). Deep understanding of construction industry/market, effective contract management and how to drive progress and project performance.
• Deep technical expertise in program areas design and construction, including experience resolving complex technical challenges.
• Experience working in multiple project delivery models (DBB, DB, CMAR, Delivery Partner) and variety of project sizes.
• Strong Leadership skills, with proven ability to build teams, lead technically and/or politically challenging projects. Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.
• Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with track record of successful and diplomatic coordination across myriad stakeholders with competing objectives. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved and cost, schedule and scope outcomes are achieved.
• Executive level oral and written communication skills across all levels of internal and external stakeholder groups. Ability to organize and present executive, board and congressional level reports, proposals, and other related information.
• Executive Level Proficiency in Project Management core competencies: (scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications).
Preferred Qualifications:
• Master’s in business, Law or Construction Management
• PMP Certification
• Experience with capital delivery within railroad operating environment preferred.
• Experience as a Contractor with responsibility for field safety and quality.
The salary/hourly range is $215,000.00 – $302,400.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
