Provides strategic leadership while managing and overseeing the safe development and delivery of capital projects for generation fleet expansion, life-extension, and asset renewal in support of Xcel Energy's current 8 state service territories. The accountabilities include a 5 year capital portfolio that averages ~ $2.6B in new and renewed generation infrastructure with annual O&M budgets of ~$518M supporting engineering and asset management of approximately 33 GW of owned and contracted resources across 182 generation sites (coal, natural gas, wind, solar, hydro, and battery storage). Safe execution of a portfolio of this size requires these key objectives; driving safety and human performance to zero incidents; development of project scopes, schedule and cost; site permitting, environmental review and land acquisition; engineering, design & material procurement, project management and project controls; civil, mechanical, and electrical construction, trucking and material delivery services; maintaining a trained, qualified and engaged workforce of engineering contractors, consultants and employee resources across the numerous required skill sets mentioned; Adherence to bargaining unit contracts; compliance with all environmental, state, federal, NERC EPA, RTO/ISO & FERC requirements; maintenance of all generation assets; over sight and control of all generation system models, drawings, data and geospatial information assets. Ensures closely coordinated planning and safe execution between the core activities of the Plant Operations & Maintenance staff, Engineering & Construction staff and the Strategic Planning & Business Operations teams to support the Energy Supply Engineering Org.

Essential Responsibilities

  • Business Strategy - Responsible for developing, recommending and implementing engineering business strategies and associated annual and long-term business plans that effectively utilize resources and position the organization to meet future business needs — including the pivot from baseload coal to flexible gas balancing and integration of renewables. Develop and manage annual and long-term budgets. Provide clear and effective communication of the organization's vision, mission and key objectives to support achievement of jurisdictional and corporate goals.
  • Generation Engineering & Asset Renewal Delivery - The accountabilities include a capital portfolio that averages ~$2.6B annually in new generation, life-extension, and asset renewal projects with annual O&M budgets of ~$518M to support engineering and asset management programs on the generation fleet. Safe execution of a portfolio of this size requires these key objectives: driving safety and human performance to zero incidents; development of project scopes, schedule and cost; siting, environmental permitting and land acquisition; engineering, design & material procurement, project management and project controls; civil, mechanical, and electrical construction, trucking and material delivery services; compliance with all environmental, state, federal, NERC EPA, RTO/ISO & FERC requirements; maintenance of all generation assets; over sight and control of all generation system models, drawings, data and geospatial information assets.
  • Labor Strategy Development - Lead and/or direct the development and implementation of cost effective labor strategies that provide the jurisdiction with maximum flexibility in aligning engineering resources in order to support business needs. Develop and maintain effective partnerships with Xcel Energy Workforce Relations and local union leadership.
  • Human Asset Management - Responsible for attracting, recruiting and retaining a highly motivated and engaged engineering workforce. Establish and communicate clear performance expectations so that employees know how their work contributes to the achievement of jurisdictional and corporate objectives. Foster a culture of personal accountability and an environment that promotes and supports employee safety and individual development. Motivate union and contract labor workforces.
  • Relationship Management - Act as Energy Supply Engineering business area liaison with key Operating Company senior executives across NSP, PSCo, and SPS. Develop and maintain effective relationships with other jurisdictional and corporate peers, to ensure timely, effective information sharing and business learning as well as common best practices implementation.

Minimum Requirements

  • Bachelors Degree in Business Administration, Construction Management or Engineering or a combination of education and experience providing equivalent knowledge. Engineering degree preferred.
  • Minimum of 15 years utility experience, including some combination of generation engineering and operations experience and capital project delivery, with at least 5 years middle-management experience.
  • Experience managing in a union environment necessary.
  • Demonstrated leadership skills and ability to implement projects that cross organizations, business units and professional disciplines, supporting culture change and building business acumen.
  • Strong written and verbal communication skills required.
  • Demonstrated knowledge of Energy Supply / Generation Engineering business area functions and understanding of regulatory requirements (NERC, FERC, EPA, state PUCs, RTO/ISO) and their business and operational implications.
  • Ability to reach results mandatory.
