Class Definition

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: To perform inspections of motor vehicles in a state garage in accordance with all inspection regulations for enforcing compliance with various motor vehicle safety and emission laws; and to inspect various types of vehicles on the public highway and in a state inspection facility. To make field inspections of appointed and licensed inspection stations to determine compliance with state motor vehicle laws and federal environmental emission inspection standards. To conduct inspections of vehicles on the public roads and highways to enforce all the laws, rules and regulations relative to vehicle safety and emission control equipment. To measure emissions for carbon monoxide, hydrocarbons, other toxic gases, and smoke density by use of opacity meters and Ringelmann charts to determine compliance with state and federal standards. To conduct inspections and investigations to determine facts pertaining to complaints and claims lodged against the state and appointed inspection authorities. To investigate complaints from the public as to violations of safety and emission standards. To inspect, adjust, repair, clean and calibrate tools and equipment used in inspections. To prepare reports of findings and recommendations, and to compile and present evidence at hearings and reviews as necessary. To perform filing and clerical tasks relating to distributing and collecting inspection information, stickers, forms, and reports. To perform the inspection of vehicles to verify compliance with RI Salvage Inspection Law requirements and statutory mandates for inspection of school buses and public vehicles. To perform Vehicle Identification Number (VIN) verifications for vehicles with foreign titles that have been rejected by Law enforcement agencies. To issue and reinstate registration suspensions pertaining to the inspection of motor vehicles. To accept payment for inspections and related fines/fees. To conduct investigations of potential fraud on the part of inspectors and/or inspection stations and complete reports memorializing those investigations. To do related work as required. REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of the methods and practices of a repair garage; a working knowledge of state and federal regulations as they relate to mechanical motor vehicle safety and emission control; the ability to conduct inspections of a variety of air pollution control devices, systems and subsystems on numerous motor vehicle models by utilizing current and newly developed equipment; the ability to operate trucks and other motor vehicles in conjunction with assignments and testing procedures; the ability to prepare reports and maintain records; and related capacities and abilities. EDUCATION AND EXPERIENCE: Education: Graduation from a high school or equivalency and successful completion of training courses in motor vehicle repair, emission repairs, and On-Board Diagnostic II repair; and Experience: Employment as a skilled mechanic in the maintenance and repair of automobiles. Or, any combination of education and experience that shall be substantially equivalent to the above education and experience. SPECIAL REQUIREMENTS: Must possess and maintain a valid Motor Vehicle operator's license issued by the State of Rhode Island.

This position will be located in the DMV’s Safety and Emissions Facility in Cranston. The Federal REAL ID Act and its implementing regulations require the successful applicant to pass a name-based and fingerprint-based criminal history.
