SPECIAL NOTES:

Four (4) years of experience in Computer Science, Management Information Systems, Information Technology, or related field is required. A postsecondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis.

Additional requirements:

  • Three (3) or more years of experience administering Enhanced File Transfer (EFT) Server environments similar to GlobalScape EFT.
  • Proficient in the English language and with excellent interpersonal and communications skills.

Preferences:

  • Experience administering GlobalScape that includes configuring and maintaining automated EFT processes.
  • Knowledge of SFTP, FTPS, FTP, HTTPS, AS2 and SCP protocols for secure file transfers.
  • Experience with security policies, encryption, and compliance standards.
  • Knowledge of API integrations and workflow automation.
  • Experience working with firewall and network configurations.

This position requires a security background check, including fingerprint as a condition of employment.

This position is required to work onsite (Fletcher Building).

Salary Range: $75,000 to $90,000 per year.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge:

  • Understanding of installation, configuration, maintenance, and troubleshooting of GlobalScape Enhanced File Transfer (EFT) Server.
  • Strong knowledge of SFTP, FTPS, FTP, HTTPS, AS2, and SCP protocols for secure file transfers.
  • Understanding of managed file transfer (MFT) solutions and their role in enterprise environments.
  • Knowledge of encryption standards (SSL/TLS, AES, PGP).
  • Familiarity with security frameworks such as NIST, CIS, and ISO 27001.
  • Compliance with HIPAA, PCI-DSS, SOX, GDPR, FISMA, and other regulatory standards.
  • Understanding of firewalls, VPNs, proxies, NAT, and load balancers in the context of secure file transfer.
  • Familiarity with Active Directory (AD), LDAP, and authentication mechanisms.
  • Knowledge of modern scripting languages such as PowerShell, Python, Bash, or other batch scripting for automating file transfers and server tasks.
  • Experience in event rules and workflow automation within GlobalScape EFT.
  • Basic knowledge of the SQL language for logging and auditing file transfers.
  • Understanding of disk storage management and file system structures.
  • Experience with GlobalScape EFT APIs and REST/SOAP-based integrations.
  • Ability to connect EFT with third-party applications, cloud storage, and ERP/CRM systems.
  • Knowledge of automated scheduling techniques and software.
  • Knowledge of data processing terminology, procedures, and workflow.

Skills:

  • Set up, configure, and optimize GlobalScape EFT Server settings and user permissions.
  • Apply software patches, updates, and hotfixes for system stability and security.
  • Diagnose and fix connectivity issues, failed transfers, and server performance problems.
  • Analyze system logs, error messages, and network traffic for root cause analysis.
  • Implement and enforce file encryption, secure authentication, and role-based access control (RBAC).
  • Perform vulnerability assessments and security audits on the EFT server.
  • Use logging tools, dashboards, and performance metrics to monitor system health.
  • Identify bottlenecks and optimize file transfer efficiency.
  • Configure user roles, group policies, and access permissions for internal and external users.
  • Integrate Active Directory or LDAP authentication with GlobalScape EFT.
  • Plan and implement backup strategies for EFT configurations, logs, and workflows.
  • Develop and test disaster recovery (DR) procedures to ensure minimal downtime.
  • Work with security, network, and compliance teams to maintain data integrity.
  • Provide training and technical support to internal users and stakeholders.
  • Skill in identifying, analyzing and resolving scheduling problems.
  • Skill in Microsoft Suite products (i.e. Word, Excel, Outlook) and Visio software.

Abilities:

  • Ability to analyze complex system configurations, log files, and network traffic to troubleshoot issues efficiently.
  • Ensures error-free configurations, accurate access control settings, and compliance adherence.
  • Manages multiple file transfer requests, system upgrades, and security patches without disrupting business operations.
  • Stays up-to-date with emerging security threats, MFT advancements, and regulatory changes.
  • Ability to document system changes, troubleshooting steps, and best practices for reference and audits.
  • Works closely with network engineers, developers, security teams, and external partners to ensure smooth EFT operations.
  • Ability to communicate clearly and concisely orally and in writing.
  • Ability to work independently.
  • Ability to establish and maintain effective working relationships.

BRIEF DESCRIPTION OF DUTIES

This is professional technical work maintaining computer operations for the Department of Financial Services. The duties include, but are not limited to:

  • Manage the installation, configuration, and ongoing maintenance of the GlobalScape EFT Server and its components, including the development and administration of event rules, workflows, and automated file transfer processes.
  • Oversee the administration of user accounts, access controls, and security settings, while integrating authentication systems such as Active Directory (AD), LDAP, and multi-factor authentication (MFA) to ensure secure and efficient access management.
  • Continuously monitor system health, resolve file transfer and performance issues, and implement controls while generating audit logs, compliance reports, and performance metrics to ensure operational reliability and support governance.
  • Work closely with network, security, and development teams to plan and implement system integrations and infrastructure enhancements that support business and technical requirements.
  • Deliver technical support to users and stakeholders while developing and maintaining comprehensive documentation of system configurations, workflows, and best practices to ensure knowledge continuity and operational efficiency.
  • Perform other related duties as required.
