Examples of duties

This position provides legal support to the Office of Chief Counsel PLCB by reviewing cases, preparing legal documents, and advising leadership on matters involving licensing and noise exemption issues. The role requires strong analytical skills and attention to detail to ensure all legal recommendations follow relevant laws and regulations. As an Attorney 2, you will perform the following duties:

  • Case Review: Examine subpoena requests, continuance requests, and recommended opinions for legal sufficiency and compliance
  • Opinion Drafting: Prepare Board Opinions and recommendations for licensing and noise exemption matters supported by statutes and evidence
  • Document Preparation: Compile records, exhibits, letters, and attachments needed for appeals, hearings, and municipal communications
  • Legal Guidance: Provide advice to Chief Counsel and other leadership regarding licensing cases, petitions, protests, and regulatory interpretations
  • Research Support: Investigate legal issues, develop new arguments when precedent does not exist, and respond to questions regarding the Liquor Code
  • Hearing Representation: Represent the Board at noise exemption hearings and review related reports and petitions

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 4 days per week. You will be required to report to the Northwest Office Building in Harrisburg one day per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional legal experience and graduation from an accredited school of law; or
  • An equivalent combination of experience and training.

Post Employment Requirement:

  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.

Additional Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis.
