Duties and Responsibilities

The Bureau of Service Development is responsible for the design, development, and maintenance of FLHSMV’s software applications. The Deputy Chief of Service Development oversees three software development teams focused on Driver License Issuance related applications. In addition to team management, the Deputy Chief supports the Bureau Chief in planning, leading, and directing Service Development staff. The role also includes establishing and maintaining effective communication with FLHSMV’s business units, partners, and stakeholders. The Deputy Chief reports directly to the Chief of Service Development.

Preferred Qualifications

  • Seven years of management experience in an information technology development environment.
  • A bachelor’s degree or greater from an accredited college or university in computer science or management.
  • Experience with Microsoft .NET programming languages.
  • Experience with Oracle and/or Microsoft SQL Server.
  • Experience managing and influencing vendors and consultants.
  • Experience in large scale system implementation.

Job Related Requirements

  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.
  • One of the following conditions must be met:
    1. Five years of management experience directly tied to FLHSMV’s mission, systems, or services.
    2. Five years of management experience in an information technology environment, and
      Five years of practical experience in software development life cycle (SDLC) and methodologies.

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
