本ポジションでは、日本を拠点にした薬事分野の高度な知見と化粧品医薬部外品規制の実務経験を有する規制関連のプロフェッショナルを募集しています。当社グローバルレギュラトリーチームの日本の薬機規制エキスパートとして活躍いただきます。

この職種は、日本の薬機規制コンプライアンスの全責任を担うシニア・インディビジュアル・コントリビューター職であり、規制面での窓口となり、自立して担当プロジェクトの開発から上市、上市後サポートまでを管理し、PMD法への完全な適合を確保します。

主な担当は日本ですが、海外チームと連携する形でグローバルな案件にも参画します。
本ポジションは日本のオフィス勤務で、英国のシニアレギュラトリーマネージャーへのレポートとなります。

主な業務内容（アカウンタビリティ）

薬機法法に基づく内部規制エキスパートとしての役割

• 厚生労働省（MHLW）／医薬品医療機器総合機構（PMDA）／業界基準等の要件の解釈と適用
• 製品の分類（化粧品か医薬部外品か）および適切な効能表現の助言
• 日本向けラベリングの策定、レビュー、承認
• 日本の薬機法関連製品に関する届出・申請・設立義務（GMP、GQP、GVP）の管理
• 規制対応の文書対応や査察対応の準備支援
• 上市後の法的コンプライアンス維持、該当官公庁への義務報告を含む

日本の化粧品規制対応

• 日本の化粧品規制（厚生労働省・PMDA）の社内専門家としての役割
• 日本のポジティブ／ネガティブリスト及び基準に基づく成分の適合性確認
• 成分適合性および安全性の根拠確認
• 製造販売業／輸入業許可と必要な製品届出の支援
• 化粧品のラベリングと効能表現に関する規制指針の提供

プロジェクト主担当・チーム貢献

• グローバルチームの日本地域薬機規制スペシャリスト
• 地域レギュラトリースペシャリストと連携しつつ、担当グローバル規制プロジェクトを自律的に管理
• 製品情報ファイルの管理、ラベリングのコンプライアンス確認
• 必要な登録・届出の完了
• コンプライアンス要件をチームに明確に伝達
• プロジェクト推進のために改善策の提案や評価への参画
• チームのトランスフォーメーション施策・変革プロジェクトへの参加・主導
• 必要に応じてチームメンバーの指導・メンタリング

規制インテリジェンス

• 日本における情報収集のさまざまな手法への理解
• 日本における主要なサプライヤー、コンサルタント、行政機関、検査機関、業界団体等との関係維持

必要なスキル・要件

• 日本における薬事規制業務経験8年以上（医薬部外品・化粧品規制の専門性含む）
• 薬機法法、PMDAプロセス、GQP/GVP要件、QMS知識
• 規制当局への申請・届出・折衝の担当あるいは指揮経験
• 製品の品質・安全・法規制適合性への法的責任を担う能力
• 優れた注意力と記録保持スキル、納期遵守力
• 明確で自信あるコミュニケーション力と、建設的に課題対応できるレジリエンス
• 複雑な要件を関係者レベル（科学に親しくない人、あるいは日本の法規制に詳しくない人等）に応じて説明・説得できる力
• 制菌剤、洗浄剤など本来専門外のカテゴリも柔軟に対応できること
• 日本語母語レベル、英語での高いコミュニケーション力
• 薬剤師免許所持者であれば尚可

The Global Product Regulations and Compliance team provide expertise and advice to support product development to obtain global market access.

We are seeking an experienced Japan-based regulatory professional with strong quasi-drug regulatory experience and robust cosmetic regulatory knowledge to serve as the Japan regulatory subject matter expert within our Global Regulatory team.

This is a senior individual contributor role with primary accountability for Japan regulatory compliance, acting as the regulatory interface and ensuring our operations meet all PMD Act requirements while independently managing assigned projects from development through launch and post-market support.

While the primary focus is Japan, the role will also contribute to global project regulatory delivery in partnership with regional regulatory colleagues.

This role is office-based in Japan and reports to the Senior Regulatory Manager (UK).

Accountabilities

Japan Quasi-Drug Regulatory Compliance

• Serve as the internal subject matter expert for quasi-drug regulatory requirements under the PMD Act.
• Interpret and apply MHLW/PMDA requirements
• Determine product classification (cosmetic vs quasi-drug) and advise on compliant claims positioning.
• Develop, review, and approve local Japan labelling.
• Manage all Japan quasi-drug notifications, applications and establishment related obligations
• Support regulatory correspondence and inspection readiness activities.
• Oversee post-market compliance obligations, including serious adverse event reporting.

Japan Cosmetic Regulatory Compliance

• Serve as the internal subject matter expert for Japanese cosmetic regulations (MHLW & PMDA)
• Ensure ingredient compliance with Japanese positive/negative lists and standards.
• Review ingredient compliance and safety substantiation.
• Support cosmetic manufacturing/importer licencing and required product notifications.
• Provide regulatory guidance on cosmetic labelling and claims.

Project Ownership & Team Contribution

• Be the Japan regional regulatory specialist for the global team
• Independently manage assigned global regulatory projects end-to-end with peer review from regional regulatory specialists
• Manage the product information files and ensuring labelling is compliant.
• Complete registration/ notification where required.
• Ensure that the compliance requirements are clearly communicated to teams
• Participate in improving project delivery activities by proposing solutions and presenting concepts for evaluation while participating in the evaluation of others.
• Own/contribute to Team transformation initiatives & change projects
• Mentoring other team members where required.

Regulatory Intelligence

• Understanding of the different avenues for intelligence gathering in Japan.
• Maintain relationships with key third parties including suppliers, consultants, regulatory bodies, laboratories and trade associations for Japan.
• Proven ability to communicate unambiguous regulatory concepts to the global regulatory and compliance team, global R&D, the regional business and external parties

Skills

• Minimum of 8 years experience in Japan regulatory affairs with expertise in quasi-drugs and cosmetics.
• Demonstrated knowledge of PMD Act, PMDA processes, GQP/GVP requirements and QMS
• Experience leading regulatory submissions, notifications and authority interactions.
• Ability to carry legal accountability for product quality, safety and compliance.
• Excellent attention to detail
• Demonstrates clear and confident communication, with the resilience to handle challenge constructively
• Able to explain and lobby for complex requirements to various stakeholders at different levels
• Highly organized with exceptional record keeping skills and ability to deliver to deadlines.
• Able to work on multiple categories flexibly outside core expertise (e.g. Biocides, Detergents)
• Fluent Japanese and strong English communication skills.
