Associate Operational Data Management Officer

Organizational Setting and Work Relationships

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other forcibly displaced and stateless persons, thereby enabling actions to protect and to empower pforcibly displaced and stateless persons. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including forcibly displaced and stateless persons.
An important element is the establishment of Data, Identity Management and Analysis (DIMA) units in all Regional Bureaux and potentially corresponding units in country operation, led by a senior staff to ensure that UNHCR has a capacity to produce, in line with global standards, quality data, information products, conduct region-level analysis, guide registration and identity management, and advise on responsible and effective data use at country- and regional-levels.
Operational data includes the following: population and demographic statistics, case management information, assessment results, situational analysis, protection incidents, vulnerability and risks, and programme response plans, delivery and implementation. It will be both sectoral data and inter- and intra-sectoral data. Systems that manage operational data include registration systems, sectoral monitoring systems, protection and programme monitoring systems, biometrics and identity management systems, case management systems and other data management approaches such as profiling and household surveys that manage the types of data defined above.
The Associate Operational Data Management Officer (AODMO) supports the operational data systems and activities that fall under the responsibility of the respective country, regional or global entities. S/He functions under the supervision of the DIMA Coordinator/Senior Information Management Officer /Senior Registration and Identity Management Officer /Operational Data Management Officer or as delegated. The AODMO liaises closely with the relevant technical units at the country, region or headquarters level for technical guidance on data and application management. The AODMO is closely collaborating with the headquarters technical division responsible for information systems and technology to ensure that global standards relating to operational data systems, including systems that process personal data of the forcibly displaced and stateless persons, meet the UNHCR global standards, including data security.
The Associate Operational Data Management Officer supports data-related activities conducted in the core applications, whether conducted by UNHCR, partners or Governments. The incumbent will provide high-quality, user-focused support services to UNHCR field operations and partners, in line with agreed standards and objectives. S/he also supports and implements provision of user access to systems and applications in accordance with data protection protocols. The incumbent supports building reports, templates and forms out of the operational data systems, including refugee registration and case management systems.
As delegated, the Associate Operational Data Management Officer coordinates closely with information management, registration and other functions in the Field, relevant sector leads, the Regional Bureaux and relevant Divisions in Headquarters to promote regional and global consistency in operational data management, including registration, population data and personal data. The incumbent may closely work with partners, including Government users of UNHCR applications.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Manage the use, maintenance and technical support of core operational data applications, including systems that manage refugee registration and identity management, including overseeing the quality of data collection and ensuring consistency with standards and guidelines.
- Perform database administrator functions in relation to local field server machines that contain operational data, and refugee and other forcibly displaced and stateless persons data.
- Respond and manage user access permissions for UNHCR staff, local government and NGO partners to global applications in accordance with the policies and standards, including the Data Protection Policy and regional or local country data protection protocols.
- Assist in designing and developing standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners.
- Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to UNHCR core applications on forcibly displaced and stateless persons data and other operational data systems, in consultation with headquarters, external developers and support teams.
- Contribute to the capacity building and guidance of technical users and administrators.
- Monitor user management and conduct regular clean-up of user accounts and access permissions in accordance with relevant guidance and procedures of the applications and systems under his/her responsibility.
- Monitor device and user management within local client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss.
- Analyse and respond to user requests and queries, including compilation and assessment of applications enhancements and change requests.
- Assist with data quality assessment, data clean-up and data mapping from legacy or external database systems to the applications, as required.
- Conduct data collection audits as required.
- Conduct field testing of new functionalities within respective applications, as required.
- Support the design and strengthening of operational reports and statistics, including provision of training and user guidance.
- Support discussions and definitions of business requirements for interoperability of local tools and applications within the core applications, in consultation with business owners and relevant governance structures.
- Keep apprised of evolving technology and new business needs to support operational data management systems, including registration, identity and population data management in the country operations;
- Provide business analysis for operational needs.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of Position:

The Arab Republic of Egypt is a State Party to the 1951 Convention Relating to the Status of Refugees, its 1967 Protocol and the 1969 Organization of African Unity Convention governing specific aspects of refugee issues in Africa. On 16 December 2024 the Asylum Law for Foreigners No. 164 was enacted, which provides for the creation of the Permanent Committee for Refugee Affairs to attend all refugee related matters in Egypt. However, its Executive Regulations have not yet been established, and the Committee has not been appointed. In the absence of a national asylum legislation and system, the functional responsibilities for all aspects of registration, documentation and refugee status determination (RSD) of asylum-seekers and refugees have been delegated to the United Nations High Commissioner for Refugees (UNHCR) by virtue of the 1954 Memorandum of Understanding (MoU) between the Government of Egypt (GoE). UNHCR is currently working with the GoE supporting their transition towards a State-led asylum system.

The GoE grants refugees and asylum-seekers registered with UNHCR a 12-month renewable residence permit pursuant to the Law of Foreign Nationals No. 89 of 1960, amended by Law No. 88 of 2005, which regulates the legal stay and entry of foreigners in Egypt, including refugees and asylum-seekers. However, due to capacity constraints, registration with UNHCR is currently a 5-6 month wait and the majority of registered refugees and asylum-seekers registered with UNHCR do not have a residence permit. Refugees and asylum-seekers who are not in possession of residency permits face limitation to access public services and increased protection risks.

As of 30th April 2026 the active population of Refugees and Asylum-Seekers registered in Egypt is now 1,100,593 individuals consisting of 63 nationalities. The Sudanese refugee population remains the largest with 849,364 (77.17%) followed by Syrians 99,904 (9.08%), South Sudanese 56,122 (5.1%), Eritreans 45,289 (4.11%), Ethiopians 18,967 (1.72%), Somalis 13,987 (1.27%), Yemenis 10,419 (0.95%), Iraqis 4,336 (0.39%), and other nationalities 2,205 (0.2%).

Following the outbreak of armed conflict in Sudan on 15 April 2023, large numbers of civilians have been forced to flee, including people who were already internally displaced because of previous conflicts in Sudan and refugees from other countries who had sought safety in Sudan. Sudan is the largest forced displacement situation in the world, with 14.3 million refugees and IDPs, compared to 8.8 million from Ukraine. At the same time, given the protection challenges in Egypt and other neighboring countries, Sudan is witnessing a higher number of individuals going back home in adverse circumstances.

Additionally, in 2012, Syrians fleeing their war-torn land began seeking asylum in Egypt. Syrians represent 9% of the total refugee population in the country, with a total of 99,904individuals. Following the change of government in Syria on 8 December 2024, there has been a significant increase in Syrians approaching UNHCR in Cairo and Field Office Alexandria to request the closure of their asylum cases in order to return to their country of origin

At the same time, renewed conflicts and political instability in East Africa, and the Horn of Africa as well as the unrest in Iraq and Yemen, have driven thousands of South Sudanese, Ethiopian, Iraqi, and Yemeni individuals to seek refuge in Egypt.

The operational strategy of UNHCR Egypt focuses on responding to immediate protection and humanitarian needs of refugees and asylum-seekers through targeted protection and assistance services. These include the implementation of registration, refugee status determination (RSD) and resettlement procedures, child protection and gender-based violence case management, protection monitoring, legal assistance and advocacy as well as delivery of targeted health, education and cash interventions.

Following the adoption of the national asylum law, UNHCR Egypt also focused on asylum capacity development (ACD), including through the preparation and implementation of a transition plan that was shared with the Government of Egypt. Going forward, capacity development of national authorities, the judiciary, and NGOs/civil society will be a key activity of the operation.

In light of increasing mixed and onward movements to, through and from Egypt, UNHCR proactively engages with partners, including IOM, implementing the route-based approach (RBA). Additionally, in terms of its interagency commitments, UNHCR Egypt leads the refugee response, including for the Sudan influx, and chairs/co-chairs the following bodies.

In light of organization commitments to Accountability to Affected People (AAP) and Localization, UNHCR Egypt is in the process of widening and strengthening its communication with affected populations, including through revamping UNHCR’s hotline into an interagency contact center.

Living and Working Conditions:

Cairo is a family, category A duty station, has good residential areas and offers multiple touristic sites and locations to visit and enjoy. Cairo also offers excellent and frequent air connections to a wide range of international destinations. When it comes to accommodation, food, furniture and clothing, there is variety of choice withs the costs depending on the preferences of the incumbent. International banks and a wide variety of private health facilities are available, even though some international staff members opt to seek specialized medical services abroad.  Bilingual and international schools are many, but some colleagues have experienced overt discrimination based on nationality when trying to register their children in certain schools.  Some international staff have experienced difficulties importing or exporting private vehicles as the customs-clearance process is cumbersome.  Also, some staff members have experienced significant delays in the customs clearance of their personal belongings, leading to high demurrage and storage charges.  Heavy traffic, air & noise pollution, and long commuting hours are often mentioned as challenging aspects of living in Cairo.
