About the MLE - DeliveryMLE Delivery-Field Operations Team

The Field Operations / MLE team at Evidence Action Cameroon supports the implementation, monitoring, and continuous improvement of the organization's health programs. The team works closely with field teams, program staff, and external partners (including the Ministry of Health and MA Santé) to ensure high-quality data collection, timely reporting (including monthly DHIS2 submissions), and evidence-based decision-making, while maintaining close coordination between MLE and Programs to keep operations running smoothly.

You will oversee day-to-day MLE and field operations activities — including data collection oversight, monthly DHIS2 reporting, data quality assurance, and coordination with the Programs team and external stakeholders such as MA Santé and the MOH — to ensure continuity and quality of Evidence Action's health program monitoring during the coverage period. You will report to the Field Operations MLE Senior Associate for oversight and escalation on key decisions, with no direct reports of your own in this role.

Key Responsibilities

  • 1. Continuous Flow Survey (CFS) Support
    Contribute the development, review, and field-testing of CFS data collection tools and instruments
    Coordinate with program, field, and government teams for CFS planning and logistics
    Manage field-level CFS data collection activities, including deployment and supervision of data collectors
    Conduct real-time data quality checks during collection to ensure completeness, accuracy, and consistency
    Oversee data entry, cleaning, and validation post-collection
    Support the preparation of CFS findings and summary reports

    2. Routine MLE & Field Operations
    Conduct facility visits, supportive supervision activities, and field monitoring exercises
    Collect and verify routine program data from health facilities and program partners
    Ensure correct use of program tools, registers, and documentation systems at facility level
    Compile monthly and quarterly program reports for internal and external stakeholders
    Update and maintain internal monitoring dashboards and tracking tools
    Document field observations, challenges, lessons learned, and best practices

    3. Data Quality Assurance
    Implement data quality assurance protocols, including cross-checking registers, reports, and databases
    Identify and escalate data discrepancies or quality issues in a timely manner
    Support data validation processes to ensure program data meets required standards

    4. Coordination & Stakeholder Engagement
    Liaise with health facility staff, government partners, and program teams on MLE-related activities
    Represent the MLE function in relevant coordination meetings and reviews
    Provide regular updates to the WCA Field Operations MLE Manager on activity progress and emerging issues
    Support handover processes at the start and end of the engagement

Requirements

Requirements

  • -Bachelor's degree in Public Health, Statistics, Economics, Social Sciences, Demography, or a related field
    -Minimum 2–3 years of relevant professional experience in monitoring and evaluation, field operations, or public health programs
    -Demonstrated experience independently managing M&E activities, including data collection, quality assurance, and reporting
    -Proficiency in Microsoft Excel (essential); experience with DHIS2, KoboToolbox, ODK, or similar electronic data collection platforms is strongly preferred
    -Experience working with national health programs or in collaboration with government partners is an advantage
    -Good written and verbal communication skills in English and French; bilingualism (English–French) is strongly preferred given Cameroon's national context
