What can you expect from this position?

Reporting to the Director, Program Delivery, the Associate Director, Program Delivery (Baggage Handling Systems) manages internal and third-party resources and leads delivery of large to mega sized sub programs and projects with significant risk, complexity, and strategic importance, with a specific focus on baggage handling systems. The role ensures performance objectives, including safety, scope, schedule, budget, quality, and risk, are achieved while coordinating with shared services to drive overall program and project success. This position requires strong technical expertise, strategic thinking, and leadership of multidisciplinary design and construction teams to deliver capital capacity projects across the airport.

As Associate Director, Program Delivery (Baggage Handling Systems), you will:

  • Lead and develop diverse project delivery teams, ensuring clarity of roles, effective coordination, and strong performance.
  • Build a collaborative, empowered, and results‑driven work environment through coaching, mentorship, and accountability.
  • Communicate roles, expectations, and performance objectives to ensure alignment and clarity.
  • Provide effective leadership and direction to subprogram and project delivery teams consisting of GTAA employees and consultants program and project delivery teams consisting of GTAA employees and consultants.
  • Collaborate with internal and external stakeholders and authorities to meet technical, regulatory, design, and construction requirements.
  • Lead planning, coordination, design, and construction of capital projects, ensuring adherence to safety, scope, cost, schedule, quality, and risk frameworks.
  • Manage contractors and shared services to ensure successful delivery and issue resolution.
  • Develop and oversee change management, procurement strategies, project delivery documents (RFI, RFQ, RFP, Construction Tenders), and evaluation committees.
  • Prepare performance reporting, progress updates, and Board papers as needed.
  • Ensure a strong safety culture is upheld throughout all construction activities.

This is the role for you, if you have:

  • 15+ years of professional experience, including 10+ years leading program management teams.
  • Proven track record delivering major infrastructure programs or international airport projects valued at over CAD $500M, with a specific focus on baggage handling systems.
  • Proven track record in design and construction project management with complex, multidisciplinary programs, with a specific focus on baggage handling systems.
  • Demonstrated expertise in stakeholder management, communication, and facilitating large group discussions.
  • Strong technical capability across all project phases including design, planning, construction, operations, and maintenance.
  • A post-secondary degree or diploma in Architecture, Engineering, Project Management, Business, or another relevant field.
  • Demonstrated experience working in a customer-centric environment.
  • Ability to obtain and retain Transportation Security Clearance at the designated level for the position.
