Job Description

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal and wastewater utility in the country with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 8.5 million New York City residents and more than 1 million people in Upstate New York. The IT Service Management Specialist will serve as part of the BIT Applications Development team, supporting Agency IT service management objectives through the development, enhancement, and maintenance of business applications.

Working under the direction of the Director of the Application Development Unit, the selected candidate will contribute to the design, implementation, and support of new and existing application systems, with a focus on C#, JavaScript, and Microsoft Dynamics 365/CRM. In alignment with Agency IT Service Management (ITSM) practices, the candidate will participate in the full software development lifecycle including requirements analysis, solution design, coding, unit testing, QA support, deployment preparation, documentation, and production support. The role supports incident and Change Management activities by analyzing application issues, implementing corrective code changes, and preparing updates for controlled release. The candidate will collaborate with business stakeholders to understand functional requirements, translate them into technical specifications and mockups, and implement solutions that meet user expectations and service quality standards. The position also contributes to service monitoring and continuous improvement efforts by developing application-level logging, alerting, and automation components that integrate with Agency monitoring and ITSM tools. The selected candidate will work both independently and as part of a project team to deliver reliable, maintainable application components that support Agency operations and IT service delivery.

The IT Service Management Specialist will perform the tasks outlined, but not limited to:

- Support incident and change management activities by analyzing application issues, implementing fixes, and preparing code changes for deployment.
-Assist in evaluating, designing, and improving IT service processes by developing small application enhancements, scripts, and automation components.
-Develop, maintain, and enhance application monitoring components, including alerts, logs, and health checks used by larger monitoring systems.
-Participate in IT service management activities by supporting the application lifecycle (design, build, test, deploy, improve).
-Assist in performing risk and impact assessments for application changes by analyzing code dependencies and documenting potential service effects.
-Create and maintain technical documentation for applications, service components, and development procedures.
Coordinate with stakeholders, vendors, and team members to support application functionality and service delivery.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to information technology service management, process management, operations;

2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to information technology service management, process management, operations;

3. Education and/or experience which is equivalent to "1" or "2" above.
