Description of Work

The Assisted Living Surveyor/Social Work, Generalist performs regulatory work to determine whether licensed adult care homes and overnight respite programs meet state requirements for compliance. The role includes conducting onsite inspections, evaluating survey findings, and documenting compliance determinations in a clear, legally defensible format. Work involves providing technical assistance to facilities, prospective providers, and county Department of Social Services staff.

This position requires frequent travel and works in the field conducting inspections. Travel is mainly in the assigned region and requires occasional to frequent overnights depending on the inspection schedule. Position may utilize a state vehicle if available, a rental vehicle or their personal vehicle for travel. Travel expenses, including food, lodging, and transportation, are compensated by the State of North Carolina at the NC Office of State Budget and Management’s established rates.

Key Duties Include:

• Conduct onsite inspections of assisted living facilities and overnight respite programs to verify compliance with applicable licensure rules and statutes.
• Review and analyze survey findings to determine compliance outcomes based on established requirements.
• Document compliance determinations in a legally defensible manner according to reporting expectations.
• Provide technical assistance to licensed facilities and prospective providers regarding regulatory requirements.
• Offer regulatory guidance and support to county Department of Social Services staff.
• Communicate survey information and regulatory expectations through routine written and verbal correspondence.
• Travel throughout the Western region to complete inspections, follow‑up visits, and related duties.
• Perform field‑based activities requiring extended walking, standing, and the transport of work materials.
• Utilize state, rental, or personal vehicles to complete required travel in accordance with reimbursement guidelines.
• Collaborate with interdisciplinary team members during regulatory oversight and inspection activities.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $55,221.00 - $96,639.00

Recruitment Range: $55,221.00 - $67,367.00

• Advanced compliance assessment skill demonstrated through applying rules, statutes, and standards during state or federal surveys, compliance audits, or accreditation reviews.
• Intermediate organizational and time‑management skill demonstrated through prioritizing field inspections, managing deadlines, and maintaining structured workflows in a travel‑based role.
• Experienced application of long‑term care service practices demonstrated through conducting assessments, care‑planning reviews, and coordinating ancillary services such as home health, hospice, mental health care, and resident‑rights processes.

Position Will Be Home-Based In The Western Region Of The State And Applicants Should Reside In One Of The Following Counties Or Adjacent Counties: Avery, Buncombe, Caldwell, Cherokee, Clay, Haywood, Henderson, Jackson, Macon, Madison, Mitchell, Polk, Rutherford, Swain, Transylvania. Applicants Who Do Not Live In These Counties But Are Willing To Relocate Will Also Be Considered.

Physical Requirements

• Must be able to lift/carry personal luggage and work materials/equipment (20-50 pounds).
• Must be able to walk long distances throughout the day and stand for periods of time in order to conduct survey activity.
• Must have the ability to drive independently for statewide travel as assigned and always possess an active, unrestricted driver’s license.

About the Division of Health Service Regulation (DHSR):

The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

About the Adult Care Licensure Section:

The Adult Care Licensure Section licenses and regulates adult care homes and provides supervision, and consultation. The section also provides training and technical assistance to county departments of social services staff who regularly monitor the compliance status of the facilities in terms of rules and quality services. Training and other support services are provided to facility staff to enhance their ability to meet the needs of residents.

Minimum Education and Experience

Generalist:

Bachelor's degree in a health, human service, or educational related field from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field

OR

An equivalent combination of education and experience.

Social Work:

Master's degree in social work from an appropriately accredited institution and one year experience in surveying, clinical and/or administration of a program in a related health field

OR

Bachelor's degree, in social work from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field

OR

An equivalent combination of education and experience.

Dietetics:

Bachelor's degree in nutrition or food service management from an appropriately accredited institution and three years' experience in surveying, clinical and/or administration of a program in a related health field, eligible for registration from the Academy of Nutrition and Dietetics

OR

An equivalent combination of education and experience.
